Description of Work

This position will serve as the supervisor and subject matter expert (SME) for a 7-person Accounting and Administrative Operations team, located in the Business Operations unit of the Support Services section within DAC. This team provides administrative and accounts payable support to all 5 sections of Support Services, to include Central Engineering, Facility Management, Food and Nutrition Management, Central Supply Complex, and Business Operations, totaling more than 400 employees. The responsibilities of this section include, but are not limited to: invoice payment preparation, e-Procurement (requisition entry through payment processing), p-card and WEX card reconciliation, reimbursement processing, expense recording and tracking, pressure vessel certification and payments, processing junk/scrapped/surpluses equipment, fixed asset inventory at multiple locations, and submitting usage orders. In addition to managing the efficiency and productivity of the Accounting Operations Section, this position acts as an approver for usage orders and purchases and is responsible for working with the Department of Insurance on NCDAC facility claims resulting from lightning strikes and fires. This position ensures the proper filing and retainage of accounting records in accordance with Chapter 5 of the Functional Schedule for North Carolina State Agencies. This position also collaborates directly with the Business Operations Budget Analysts to ensure that electronic p-card reconciliation and travel reimbursement forms are updated with the most current information and assist with managing project budgets and expenditures. This position interacts daily with internal and external stakeholders and must be able to communicate clearly and effectively, regardless of the audience. These interactions typically include the DAC Controller's Office, DAC Budget Office, external vendors, and Support Services leadership. This position will also assist in training new section employees and should have relatable experience. A successful applicant will have experience successfully supervising, training, and mentoring a team, is a proactive problem solver, and embraces change with patience and flexibility. Must be comfortable learning and using digital processes for document preparation and storage. This is a full-time position (40 hours per week) with State Benefits. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result. About the Department of Adult Correction (DAC:) The North Carolina Department of Adult Correction is responsible for the care, custody, and supervision of all adults sentenced after conviction for violating North Carolina laws. This department includes State Prisons, Correction Enterprises, the Division of Community Supervision, and the Division of Rehabilitation & Reentry.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Experience using DocuSign, Smartsheet, NCAS (North Carolina Accounting System) or NCFS (North Carolina Financial System)
  • Demonstrated progressive supervisory experience culminating in the management of a team of at least 4 employees.
  • Demonstrated experience in 3 of the following areas: ordering and receipting items in e-Procurement, reconciling purchase cards, preparing and/or processing invoices for payment, creating and/or maintaining files in accordance with published policies and procedures, and processing travel reimbursements.
  • Demonstrated experience using Microsoft Office Suite (specifically Excel, Word, and Outlook), accounting software/systems, and/or employee performance evaluation software/systems.
Management Preference:
  • Demonstrated experience directing work flow to maximize efficiency.
  • Demonstrated experience in more than 3 of the accounting areas listed above.
  • Demonstrated experience supervising a team of more than 4 employees.
  • Demonstrated experience auditing financial documents/statements.

Minimum Education and Experience Requirements

Bachelor's degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and two years of progressive related experience, one year of which should be in a supervisory role, or an equivalent combination of education and experience.
