About the Role:
Performs skilled and semi-skilled work in troubleshooting, diagnosing, repairing, cleaning, and servicing of occupied and unoccupied property owned or managed by the Authority. Work involves: maintaining and repairing of a variety of appliances and equipment in Housing Authority residences and other buildings; completing general maintenance, such as repairing and replacing door jams, tiles, counters, or plaster; cleaning and updating of vacant units for next occupant; and performing preventative maintenance
Essential Functions
- Completes general maintenance duties such as: repairing and replacing of doors, door jambs, storm doors, screens, and windows by performing limited carpentry and cutting/replacing glass; replacing tiles and bulbs; providing general repairs to counters, cabinets, and floors; painting; hanging sheetrock; and repairing plaster.
- Plans and organizes daily work routine.
- Reviews work orders; establishes priorities; assesses and troubleshoots work to be completed; obtains needed supplies and equipment; and independently completes tasks.
- Prepares units in order to be turn-key ready; cleans and updates units to include, but not limited to: removal of debris from units, application of ceiling texture, scrubbing and waxing of floors, and general cleaning of the entire unit.
- Repairs or replaces bathroom fixtures; unstops sewer lines, drains, and commodes.
- Performs repairs on or replacements of water heaters; replaces pipes and fitting when necessary; and caulks around tubs, counters, showers, and sinks.
- Diagnoses problems and determines needed repairs on various appliances and equipment including refrigerators, ranges, heating systems, air conditioners, and water heaters; rewires stoves; and repairs refrigerator gaskets.
- Installs or removes various appliances and equipment such as refrigerators, ranges, window air conditioner units, space heaters, and wall furnaces.
- Replaces worn or broken parts and components on various appliances and equipment as listed above.
- Performs preventive maintenance including cyclical maintenance on appliances as scheduled; replaces and/or recalibrates various controls and devices on a variety of appliances; and replaces filters.
- Power washes, repairs, and/or replaces vinyl siding; cleans out and/or replaces gutters.
- Replaces circuit breakers, light receptacles, and fixtures; repairs thermostats and fans.
- Completes assigned work on or before deadlines in accordance with directives, Authority policy, standards, and prescribed procedures; completes work orders and preventative maintenance checklists as required; documents tenant charges.
- Handles requests, suggestions, and complaints from other departments and persons.
- Inspects work areas for signs of deteriorating paints determines from lists provided if lead based paint (LBP) is present in the area; and performs repairs in accordance with LBP remediation procedures.
- Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility.
- Seeks expert or experienced advice.
- Researches problems, situations and alternatives before exercising judgment.
- Identifies problems or situations as they occur and specifies decision objectives; identifies or assists in identifying alternative solutions to problems or situations; and implements decisions in accordance with prescribed and effective policies and procedures and with a minimum of errors.
- Offers suggestions and recommendations to encourage and improve cooperation between all staff persons and departments within the Authority.
- Adheres to all safety and housekeeping standards established by the Authority and various regulatory agencies; sees that the standards are not violated.
- Maintains a clean and orderly workplace.
- Performs related duties as required.
Education and Experience
- High school diploma or equivalent.
- At least 2 years of experience in building maintenance or a related field.
- Basic knowledge of electrical, plumbing, and HVAC systems.
Certification, License, and Special Requirements:
- Valid North Carolina (NC) driver’s license.
- Visual Assessment Certification on Lead-Based Paint (or obtain within required time frame of date of hire).
- Universal Refrigerant Transition and Recovery (CFC) certification or obtain within 6 months of hire (if applicable to assignment).
Knowledge, Skills, and Abilities
- Knowledge of the practices, procedures, materials, tools, and equipment used in several trades involved in appliance and equipment maintenance and repair.
- Knowledge of journeyman level skills in several trades, particularly of the mechanical, plumbing, carpentry, cleaning, and electrical variety.
- Knowledge of the occupational hazards and safety precautions of the work.
- Knowledge of time management principles.
- Skill in using a variety of hand and power tools necessary in performing mechanical, electrical, and allied appliance and equipment repair and maintenance work.
- Skill in planning and organizing.
- Ability to read and interpret blueprints, diagrams, manufacturer’s manuals, and specifications.
- Ability to understand and follow oral and written instructions.
- Ability to prepare simple reports and maintain applicable material and labor records.
- Ability to interact tactfully and with courtesy with all Authority departments and divisions, co-workers, supervisors, professionals, residents, and the general public.
- Ability to meet deadlines.
- Ability to analyze and exercise judgment.
Physical Demands:
The work is medium work and requires applying 30 pounds of force frequently and exerting up to 50 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: balancing, climbing, crawling, crouching, feeling, manual dexterity, grasping, handling, perceiving sounds at normal speaking levels, distinguishing among sounds, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, expressing ideas by spoken word, shouting above noises, visual acuity in data/color/observations/equipment/inspections, and walking.
Working Conditions:
Work is performed in a relatively safe, secure, and stable work environment. However, periodically work may need to be performed in non-sanitary conditions.
