Description of Work
The DHHS Office of Controller is responsible for all accounting and financial reporting functions for the Divisions and Facilities which comprise the Department of Health and Human Services. The Federal Financial Reporting Branch is responsible for all federal funds accounting which includes drawing federal funds, federal expenditure tracking and reporting. The Office of Controller sets and interprets accounting policies and procedures for the Department. This position's primary responsibilities are for the management, coordination and supervision of all federal fund accounting, financial reporting, financial analysis, and audit resolution relative to federal funds accounting and the coordination and preparation of the Schedule of Expenditures of Federal Assistance and federal related accruals for the Annual Comprehensive Financial Report for the Department of Health and Human Services. This position is responsible for developing work plans, setting work priorities and monitoring work performance throughout the year for subordinate staff. This position is accountable for the federal funds accounting activities for the Department. Currently there are approximately 23.4 Billion Dollars annually spent in federal grant dollars that fund expenditures in the Department. Federal Funds accounting responsibilities include understanding the budgeting of the expenditures and receipts for the federal grants received and expended to the appropriate federal fiscal year as many grants have more than one year operational at one time; drawdown of federal funds; deposits and transfers of the federal funds received and the completion of federal expenditure reports on a quarterly/annual basis. Many of the federal grants received have unique, diverse, and very detailed reporting requirements, often requiring programmatic information and supplemental information outside of NCFS to report expenditures as required by the federal awarding agencies. An in-depth knowledge of the North Carolina Financial System (NCFS) will need to be developed to lead the branch with the federal accounting responsibilities. This position also utilizes IBIS and Open Windows to request new NCFS segments as new grants are received. Federal funds accounting requires knowledge and training in the NCFS, federal drawdown and reporting online systems including but not limited to the Payment Management System (PMS), Automated Standard Application for Payment (ASAP), G5, Food Programs Reporting System (FPRS), Online Data Collection Access (OLDC) and Medicaid Budget & Expenditure System (MBES). In order to execute the responsibilities of this position, the ability to interpret federal and state regulations is also necessary. Knowledge, Skills and Abilities / Competencies

Candidate should be self-starter and capable of performing job requirements with minimal supervision. Extensive knowledge of Excel is required and knowledge of accounting/financial reporting methodologies. Experience with accounting software is also required. Management Preferences: Preference will be given to candidates with managerial skills, federal grants management and GASB interpretation/implementation.
Minimum Education and Experience Requirements

Bachelor's degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and six years of professional accounting experience in the preparation and review of interpretive or analytical accounting/financial statements, and reports; of which at least two is supervisory OR equivalent combination of education and experience. Some positions may require certification as a Public Accountant.
