Assistant Tax Administrator
POSITION SUMMARY: An employee in this position plans, directs, and manages the work of staff responsible for the three divisions, Billing/Listing, Collections, and Appraisal of the Tax Department of Harnett County. This includes: training and evaluating the work of staff; answering questions from the public; hearing appeals of values; assuring documentation of work in Department files; developing policies, procedures, and methods for program operations; interpreting laws, rules, and regulations; handling budget and personnel matters; and working with sensitive and controversial issues in the tax assessment and valuation program. The employee also oversees the revaluation process either double-checking the work of outside consultants or working with and reviewing the work of in-house staff.
DUTIES AND RESPONSIBILITIESESSENTIAL FUNCTIONS OF THE POSITION:
- Performs administrative, professional, and managerial work in the planning, organizing, and managing of all components and assigned staff within the Tax Department.
- Supervises and directs the staff responsible for the listing and appraising of real and personal property; reviews the work of staff real property appraisers to assure consistency of appraisals and assessments; oversees the operations of the Listing/Billing and Collections Divisions; develops training plans and procedures to ensure adequate training of all staff; evaluates work of staff appraisers; and oversees and evaluates property appraisal work including the revaluation process.
- Develops policies, procedures, and methods for program operations; interprets laws, rules, and regulations.
- Handles budget and personnel matters.
- Plans and monitors the real property division's budget in coordination with the Tax Administrator.
- Works with sensitive and controversial issues in the tax assessment and revaluation programs; supervises revaluation staff to ensure operational and administrative plans for the general reappraisals are developed and followed; supervises and coordinates with the revaluation staff to ensure the County's Schedule of Values is complete; and provides uniform schedules, standards, and rules for real property appraisal and assessment.
- Ensures compliance with applicable state, federal, and local laws and statutes.
- Double checks the work of all appraisal staff and any outside consultants through reports, conferences, reviews, and statistical analysis.
- Answers questions and explains tax laws to the public, attorneys, or other real estate professionals.
- May defend tax values at the Board of Equalization and Review and the Property Tax Commission.
- Sets system in place to assure documentation of work is maintained.
- Conducts the Sales Ratio Study for the NC Dept. of Revenue
- Coordinates with other County departments or municipalities to ensure data is up to date; works to set up procedures to maintain data updates on a regular, consistent basis.
- Assures all notices, postings, deadlines, and other guidelines are met in the tax appraisal process to ensure tax bills are generated on schedule and with accuracy and fairness.
- Coordinates with other coworkers in maintaining accuracy in listings and billings, determining property listing status (real or personal), and assisting in audits as needed.
- Must be able to drive and operate a vehicle as needed.
- Performs other related duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Associate's degree in business, economics, public administration, or a related field;
- Five (5) years of work experience in property appraisal, real estate, or a related field along with some supervisory experience;
- Or equivalent education and/or experience.
- Possession of a valid North Carolina driver's license.
- Possession of a Certification by the NC Department of Revenue as a Real Property Appraiser (or obtain within required time of hire).
- Possession of a Certification by the NC Department of Revenue as a Personal Property Appraiser (or obtain with required time of hire).
- Knowledge of the tax and real estate/personal property laws and regulations affecting job related duties.
- Knowledge of the procedures and standards for appraising residential, commercial, and industrial properties as well as personal property.
- Knowledge of budgeting and personnel functions.
- Knowledge of County policies and procedures.
- Knowledge of the geographic layout of the County.
- Knowledge of management principles and methods.
- Skill in communicating, both verbally and in writing.
- Skill in planning.
- Ability to interpret laws and regulations.
- Ability to establish and maintain working relationships within the Department, within the County, and outside the County.
PHYSICAL DEMANDS: Must be able to perform sedentary work and occasionally exerting up to 10 pounds of force to lift, carry, push, pull, or otherwise move objects. This work also involves the physical abilities of climbing, perceiving sounds at normal speaking levels, discriminating among sounds, using mental acuity, performing repetitive motion, speaking, expressing ideas by the spoken word, and walking. An incumbent must also possess the visual acuity to analyze data, work with color or depth perception, determine accuracy or observe facilities, operate motor vehicles or equipment, and inspect defects or fabricate parts. WORK ENVIRONMENT: The employee works primarily in an office environment.
