May function as a niche technical SME. Advanced experience in the required technical subject matter. Proven experience with a technical specialty across large and complex implementations and systems.

Description:
The North Carolina Department of Transportation is seeking a Technical Specialist contractor analyst/designer/developer (>10 years experience) for a 12-month engagement for the Engineering Application Services Department to enhance and maintain a mission-critical application for the department.

HiCAMS is a custom, client-server, PowerBuilder application used to track work, materials and payments on North Carolina Division of Highways Construction projects. Many Java, C+ interfaces with various internal and external systems that need to be maintained and enhanced.

The initial assignments will be to analyze/design/code/test data windows to replace approximately 200 sample test result spreadsheet formats that were coded using an outdated 3rd party software tool. Additional work will involve analyzing/designing/coding/testing bug fixes and other functional enhancements to the system and its interfaces.

This individual should have practical experience with standard development life cycle, including requirements gathering, analysis, design, development, unit & system testing, quality assurance testing as well as experience with business process transformation. Experience designing and implementing SharePoint and web-based solutions.
Required Skills: (10+ years)
-Experience as a PowerBuilder developer using Power bBilder10 or more recent versions.
-Strong SQL skills ( Sybase database but SQL skills in any database platform are acceptable)
-Strong Microsoft Suite experience, particularly Excel
-Experience working in a remote software development environment
-Strong analytical, conceptual, and technical skills
-Positive interpersonal skills coupled with an independent, self-motivated work ethic
-Ability to work with a custom base-class

Preferred Skills:

-Development experience in C#
-Development experience in Java
-Development experience in C+
-Experience coding stored procedures and triggers (any database)
-Experience developing .net applications and API's in a Visual Studio environment
-Data conversion experience
