OSP Director of Construction
The Director of Construction is responsible for leading all aspects of OSP construction operations, including planning, budgeting, resource allocation, project execution, vendor management, and ensuring compliance with safety and quality standards. This position plays a strategic role in the deployment and expansion of fiber and broadband networks, ensuring timely delivery of projects that meet or exceed expectations.
Requirements
Strategic Leadership
- Develop and execute OSP construction strategies aligned with the company’s network deployment goals.
- Provide leadership and direction to internal teams, contractors, and cross-functional partners.
Project Management
- Oversee the end-to-end construction of outside plant infrastructure, including aerial and underground fiber builds, utility pole attachments, conduit installations, and civil construction.
- Ensure projects are completed on time, within scope, and within budget.
- Establish project schedules, milestones, and performance metrics.
Vendor & Contractor Oversight
- Select, negotiate, and manage third-party construction vendors and contractors.
- Monitor contractor performance and adherence to safety, quality, and contractual standards.
- Resolve issues and escalations with external partners as necessary.
Compliance & Safety
- Ensure construction activities comply with local, state, and federal regulations, including permitting, right-of-way usage, and environmental requirements.
- Champion a culture of safety; ensure all work follows OSHA and industry safety standards.
Budget & Cost Control
- Develop and manage construction budgets, forecasts, and cost controls.
- Review and approve invoices, change orders, and project expenditures.
Team Development
- Hire, mentor, and lead a high-performing construction management team.
- Foster a collaborative, accountable, and results-driven work environment.
Cross-Functional Collaboration
- Work closely with Billing, Permitting, Municipalities, Network Operations, and Executive teams to align construction plans with business priorities.
Qualifications:
Required:
- Bachelor’s degree in Construction Management, Engineering, Telecommunications, or a related field (or equivalent experience).
- 8+ years of experience in telecommunications construction, with at least 3 years in a senior leadership role.
- Proven experience managing large-scale fiber or broadband OSP construction projects.
- Strong understanding of OSP design, engineering, permitting, and construction processes.
- Experience with aerial and underground construction methods and utility coordination.
- Excellent leadership, organizational, and communication skills.
- Proficiency in project management tools and construction tracking platforms.
Preferred:
- PMP certification or equivalent project management credentials.
- Knowledge of industry standards (e.g., NESC, NEC, RUS).
- Familiarity with GIS-based mapping tools and fiber management systems.
Work Environment & Physical Requirements:
- Office-based with regular field visits to construction sites.
- Travel required to regional project sites and contractor meetings as needed by market and project needs.
- Ability to work outdoors in varying weather conditions when needed.
- Must be able to walk construction sites and inspect physical infrastructure.
