Position Overview
The Site Security Manager will serve as the on-site manager and DEERS/RAPIDS subject matter expert for the ID Card Facility. The SSM performs Verifying Official duties while also managing RAPIDS site administration, user security, cardstock accountability, audit reporting, equipment support, training, and compliance with DEERS/RAPIDS CAC and USID card policies and procedures. The PWS requires two RAPIDS-certified SSMs assigned to the site at all times .
Key Responsibilities
- Serve as the site-level manager and SME for DEERS/RAPIDS CAC and USID card policy, procedures, and operations.
- Perform all duties of a Verifying Official, including customer identity verification, eligibility review, DEERS/RAPIDS record updates, CAC issuance, USID issuance, and PIN reset support.
- Manage and train site users and ensure personnel comply with RAPIDS/DEERS policy, local procedures, security requirements, and customer service standards.
- Contact DMDC and/or Army Project Office representatives for elevated DEERS, RAPIDS, CAC, USID, equipment, and policy issues.
- Install, configure, and troubleshoot RAPIDS hardware and software components.
- Maintain accountability and physical security of RAPIDS workstations, cardstock, consumables, CACs, USID cards, equipment, and related materials.
- Use Security Online to add, change, deactivate, and manage user access, roles, and site information.
- Use the Inventory Logistics Portal to receive, accept, open, order, track, and reconcile CAC/USID cardstock and consumables.
- Use SAS and RAPIDS reporting tools to run, review, and maintain audit reports.
- Monitor audit reports for fraud, waste, abuse, discrepancies, and training issues.
- Maintain the RAPIDS Site Management Tool and ID Card Office Online site information, including hours, appointment procedures, and business practices.
- Perform RAPIDS security overrides for document and fingerprint support when authorized.
- Ensure daily monitoring of the VOIS website, Messages of the Day, DMDC newsletters, and applicable policy updates.
- Maintain required forms, records, files, DD Form 2841 documentation, audit trails, and local procedures.
- Support customer flow by monitoring kiosks, customer service windows, and RAPIDS workstation operations to minimize wait times.
- Accompany Government SSMs on unit site visits to assist with deployable RAPIDS workstation operations when required.
- Support correspondence, letters, statistical reports, recurring reports, and data validation as required by the ID Card Facility Manager or COR.
- Ensure proper return, packaging, safeguarding, and reporting of returned, failed, rejected, or confiscated CAC/USID cards.
Qualifications / Experience
- Minimum of two years of specialized experience performing CAC and USID card functions .
- Must be capable of performing all duties and responsibilities of a Verifying Official.
- Experience leading, supervising, or training contract staff.
- Knowledge of CAC, USID, DEERS/RAPIDS, identity verification, eligibility verification, and ID card issuance procedures.
- Ability to interpret rules, regulations, policies, procedures, and precedents relating to CAC and USID card functions.
- Management and technical skills required to meet all PWS requirements.

Certifications / Training
- RAPIDS Verifying Official Desktop Certification required before performance.
- RAPIDS Verifying Official Deployable Certification required before performance.
- SSM must be RAPIDS-certified and maintain required certification status.
- Must complete required iWATCH, Anti-Terrorism, OPSEC Level I, DoD Cyber Awareness, TARP, and other required installation/security training.
Clearance / Security
- Favorable NACI required at performance start and maintained for the duration of performance.
- Must obtain/maintain DoD CAC and installation access.
- Must comply with physical security, key control, lock combination, CAC return, lost/stolen ID reporting, and Government property safeguarding requirements.
