Description of Work

The Human Resource office provides comprehensive HR services to employees in the Division of Vocational Rehabilitation, the Division of Services for the Blind, and the Division of Services for the Deaf and Hard of Hearing including consultation and technical assistance to management in the functional areas of employee relations, policy and benefits administration, classification and compensation, salary administration, health and safety, recruitment and employment. This position is located in Raleigh, NC and serves as the Health Benefits Representative (HBR) for an assigned group of employees. Benefit programs include such areas as family medical leave, voluntary shared leave, short-term disability, benefit enrollments, supplemental benefit programs, time administration (including calculating creditable service) and service award administration. Job responsibilities include the following:
  • Processing actions that effect payroll
  • Maintaining and monitoring employee records, time, and personnel actions
  • Assisting employees and management in the areas assigned
  • Work independently, plan, organize and prioritize work in a high-volume environment
  • Attention to detail to ensure human resource transactions are accurate and timely
The Division of Vocational Rehabilitation Services (DVRS) promotes employment and independence for persons with disabilities through customer partnership and community leadership. The Division of Services for the Blind (DSB) is to enable people who are blind and visually impaired in NC to reach their independent living and employment goals. The Division of Services for the Deaf and the Hard of Hearing (DHH) assures equal access to North Carolina citizens who are Deaf, Hard of Hearing and Deaf-Blind. Staff supported by Human Resources are located at multiple offices throughout the state. Knowledge, Skills and Abilities / Competencies

  • Documented experience with an HRIS (Human Resources Information System) system
  • Demonstrated ability to monitor, track and reconcile transactions for quality assurance and timeliness
  • Proven ability to apply policy, regulations, and procedures to a variety of employment situations
  • Documented ability to provide training and guidance to others
Management prefers candidates with the following:
  • Previous experience with state government benefits programs
  • Previous experience using Beacon/SAP

Minimum Education and Experience Requirements

Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Associate degree, typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required OR 2 years of progressive experience in Human Resources OR Equivalent combination or education and experience.
