Forensic Digital Examiner

The City of Fayetteville Police Department is currently recruiting for a Forensic Digital Examiner to perform technical duties specializing in the collection, downloading, processing, and analysis of video, audio and photograph evidence. Perform examinations of surveillance videos, photographs and audio recordings in connection with the investigation of crimes. Provide technical guidance and training in forensic video and audio examination and digital photography processing and analysis; create video, audio and photographic discs, back-up files and create reports of the analyzed evidence. ESSENTIAL DUTIES & RESPONSIBILITIES
- Assist officers and detectives with video surveillance and audio evidence work; operate a motor vehicle to travel to crime scenes and other related locations to perform forensic video analysis duties; report safety hazards.
- Process and store digital crime scene photographs and clarify video images of suspects and victims; collect, download and capture video evidence from crime and accident scenes; search and download codecs and players to play video evidence; analyze images and video of evidentiary value; conduct examinations of Digital Video Recorder (DVR) systems utilizing specialized forensic software; cooperate with other law enforcement agencies in forensic video identification matters.
- Examine the contents of a storage medium in such a way as to preserve the integrity of the evidence; identify media that has been tampered with or altered; maintain proper chain of custody for all digital evidence and ensure all evidence obtained is securely stored and backed up.
- Conduct technical and administrative reviews of video, audio digital image examinations and analysis; prepare a detailed report to include observations, analysis and results of video and audio examination, analysis and appropriate digital image and audio work requests; prepare video, audio and digital image evidence for court presentation; provide expert testimony in both state and federal criminal court proceedings.
- Split video evidence recorded on multiplex or quad systems; mark and store audio/video and digital image evidence in accordance with established evidence handling requirements; prepare images, audio and video, include copies if required, for investigator, prosecutor and/or defense.
- Operate, maintain and perform minor maintenance on a variety of video systems/video analysis equipment, digital single-lens reflex (SLR) cameras and automated photo/video equipment, imaging software and printers. Mail photographic equipment requiring repairs to appropriate vendors in consultation with the Forensic Manager.
- Establish, maintain and update a variety of files and records relating to forensic video and digital image evidence collection and preservation in accordance with retention standards; maintain inventory of Digital Media Lab photographic, audio and video equipment and supplies; maintain logs, assignments and work sheets as required.
- Train detectives, officers and outside agencies on how to collect, view and play video surveillance evidence; train new officers and detectives on procedural operations of interview systems; train personnel assigned Forensic Digital Examiners duties.
- Extract data and examine contents of cellular devices and ensure the evidentiary integrity of the cellular device and the digital evidence obtained; identify and properly collect all digital evidence from cellular devices using an array of specialized forensic mobile device software applications and hardware programs.
- Conduct technical and operational troubleshooting of the interview system's hardware, software, cameras and audio recording devices to include installing and configuring interview system hardware to include CPU's, microphones and cameras. Conduct periodic audits of interview systems to ensure interviews are being exported and uploaded into the appropriate location.
MINIMUM QUALIFICATIONS
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: One year of experience with digital media examination. Experience or training in the capture and examination of video and audio evidence is preferred. Training: Equivalent to an Associate's degree from an accredited college or university in an audio/video field, criminal justice, forensic science or related field. LICENSING & CERTIFICATIONS Required: Possession of an appropriate valid driver's license and ability to maintain insurability. Preferred: Any certifications in digital examination, extraction, analysis, or operations. SPECIAL REQUIREMENTS
- This position is subject to pre-employment polygraph and/or CVSA testing.
- Selected candidates will be required to sign a three year training agreement with the City of Fayetteville at the time of hire.
