Public Utilities Regulatory Analyst I

The North Carolina Utilities Commission is an independent agency of the State of North Carolina created by the General Assembly to regulate the rates and services of all investor-owned public utilities in North Carolina, including electric companies, natural gas distribution companies, water and wastewater companies, passenger carriers by ferry boat, carriers of household goods, and other companies engaged in providing miscellaneous utility services. It is the Commission's responsibility to ensure that North Carolina customers have access to safe, reliable, and affordable utility service. In carrying out its charge, the Commission employs professional staff, which is organized into the Operations Division and the Legal Division. This position is within the Operations Division and works collaboratively with other members of the Operations Division, including financial professionals such as CPAs, MBAs and economists. This position also works closely with members of the Legal Division, which consists primarily of attorneys and paralegals. This position, which is within the Operations Division of the NCUC, requires knowledge in several academic and professional disciplines, such as accounting, finance, business administration, economics, statistics, engineering, and environmental sciences, as well as working knowledge of or experience with public utility operations. This position requires under direct supervision: the ability to comprehend and apply the legal and regulatory frameworks within which public utilities in North Carolina operate; the ability to review, analyze, weigh and critique complex evidence presented to the NCUC in the form of expert witness testimony, data, and reports; the ability to develop a recommendation for action by the NCUC based on application of knowledge and experience to the evidence, within the applicable legal and regulatory frameworks; the ability to present the recommendation to the Commissioners, in written and oral presentation; and the ability to defend the recommendation under critical review. This unique combination of knowledge and/or experience is required to advise and serve the NCUC effectively. Finally, the position requires meticulous attention to detail, the ability to manage time and priorities, and the ability to work with others across professional disciplines The regulation of public utilities is a highly dynamic and complex field that involves law, public policy, economics, accounting, and finance and impacts the lives of all North Carolinians. The professionals who work at the Commission are engaged in emerging issues of critical importance to the State and its citizens, including the provision of affordable and reliable utility service, the integration of renewable energy resources into the electric system, and the increasing challenges associated with utility infrastructure and service, such as cybersecurity risk and extreme weather impacts. This is a full-time position (40 hours per week) with State Benefits. This position qualifies for teleworking on a part-time basis as part of the Department of Commerce Teleworking Program. Any teleworking will be under the conditions of the Commerce Teleworking Program Policy, and the employer may end any teleworking arrangement at any time at the employer's sole discretion. The individual in this position must also possess the following specific knowledge, skills, and abilities:
- Thorough knowledge of Generally Accepted Accounting Principles (GAAP)
- Demonstrated knowledge or ability to acquire knowledge of investor-owned utility's accounting practices and related regulatory accounting rules and regulations, including Uniform System of Accounts
- Demonstrated experience examining or preparing financial accounting records (general ledger journal entries; fixed asset accounting, including calculation of depreciation; payroll; debt and equity financing; etc.) of regulated utilities or publicly traded companies
- Demonstrated experience analyzing financial statements and audit reports
- Demonstrated experience researching, analyzing, and evaluating accounting issues and/or policy issues related to public utilities.
- Demonstrated ability to function effectively in an inherently highly demanding work environment.
- The ability to defend analyses, opinions, and recommendations relating to the variety of complex issues that routinely come before the Commission in the context of adversarial proceedings.
- Strong writing, communication, time management and organizational skills.

Bachelor's degree in accounting, banking, finance, business administration, public administration, economics, or related discipline from an accredited institution and one year of directly related experience; or an equivalent combination of education and experience.- If there are no qualified candidates remaining in the applicant pool who meet the minimum Education and Experience or Knowledge, Skills and Abilities required for the position, the agency may consider for this position, a trainee who does not meet the minimum requirements. Salary for a trainee may be set at a lower level than the classification salary range and recruitment range that is listed in the posting with the salary being adjusted up accordingly when the trainee has obtained the necessary additional education and experience to fully meet the minimum qualifications as outlined in the classification specification.
