General Definition
The Director of Auxiliary Clinical Services is responsible for the leadership and clinical management of Phoenix Counseling Center’s auxiliary programs: Targeted Case Management (TCM), Peer Support Services, Medical Services, Adolescent Services, and Residential Services. This role involves overseeing daily operations, maintaining financial sustainability, ensuring program compliance, and driving productivity within these programs. The Director will work closely with the Chief Program Officer (CPO) to ensure that the auxiliary services meet the clinical, operational, and organizational goals.
Job Duties and Responsibilities
1. Program Leadership and Oversight
- Lead the clinical and operational management of TCM, Peer Support Services, Medical Services, Adolescent Services, and Residential Services.
- Supervise and support program staff, ensuring effective and compliant service delivery.
- Ensure all services are evidence-based and aligned with Phoenix Counseling Center’s treatment philosophy.
- Regularly assess program effectiveness and implement continuous improvement initiatives.
- Maintain clinical staff productivity, focusing on high-quality service provision and outcomes.
- Ensure that services are compliant with all regulatory, accreditation, and contract requirements, including those of the NC Division of MH/DD/SA, Medicaid, and other stakeholders.
- Oversee the recruitment, hiring, and professional development of staff within the programs.
- Maintain staff retention rate of at least 85%.
2. Financial Management
- Develop and manage program budgets in collaboration with the CPO, ensuring financial sustainability.
- Monitor program revenue and expenditures, making adjustments as needed to maintain fiscal health.
- Work closely with billing teams to ensure accurate and timely service documentation for reimbursement.
3. Program Development and Improvement
- Collaborate with the CPO and other senior leadership to develop strategic plans for expanding and enhancing auxiliary services.
- Implement quality management and utilization review processes to ensure that services meet Phoenix Counseling Center’s high standards.
- Identify opportunities for program growth and improvement based on community needs, data, and feedback from staff, consumers, and stakeholders.
4. Staff Supervision and Development
- Provide clinical supervision and ongoing mentorship to program staff, fostering a culture of continuous learning.
- Conduct regular performance evaluations and support staff in obtaining required certifications, including CSAC, LCAS, and other professional credentials.
- Ensure that all clinical staff meet the necessary training and certification requirements.
- Foster a collaborative and supportive team environment to promote staff engagement and retention.
- Complete annual performance reviews and supervision documentation with 100% compliance.
- Ensure timely initiation and implementation of corrective action plans for any identified program deficiencies (within 30 days).
- Develop and continuously train staff to ensure understanding and adherence to applicable service definitions.
5. Compliance and Documentation
- Ensure all service records meet the standards for documentation, including compliance with HIPAA, accreditation bodies, and contractual requirements.
- Oversee the maintenance of accurate and timely documentation for each client served, ensuring that records are complete and submitted within required timeframes.
- Coordinate with the Quality Improvement (QI) department to monitor compliance with all internal and external regulations.
6. Community Outreach and Stakeholder Engagement
- Build and maintain positive working relationships with external partners, including community organizations, referral sources, and stakeholders.
- Represent Phoenix Counseling Center at community meetings and events to promote services and engage with potential referral sources.
- Collaborate with community agencies to enhance service integration and support.
7. Crisis and Emergency Services
- Provide leadership in ensuring that all auxiliary programs integrate well with crisis services and other core Phoenix Counseling programs.
- Ensure that program staff are trained to handle emergency situations appropriately and have the necessary support resources.
8. Additional Duties
- Perform other duties as assigned by the CPO to further Phoenix Counseling Center’s mission and strategic goals.
9. Key Performance Indicators (KPIs)
· Demonstrate clinical expertise by maintaining 100% compliance with licensure and continuing education requirements annually.
· Achieve and maintain at least 90% consumer satisfaction based on feedback surveys and service evaluations.
· Implement and monitor evidence-based practices across 100% of auxiliary clinical programs, as validated through quarterly audits.
· Maintain program expenditures within ±5% of the approved annual budget to ensure fiscal sustainability.
· Facilitate at least quarterly team-building or stakeholder engagement activities to support positive relationships and collaboration.
· Exhibit leadership standards by maintaining 100% compliance with all supervisory documentation and evaluations, and reporting zero ethical violations.
· Ensure 100% of new staff receive service definition training within 30 days of hire, and conduct annual refresher training for all staff.
· Maintain 95% staff compliance with service definitions and documentation standards, as verified by utilization and quality audits.
General Knowledge and Skills
- In-depth knowledge of behavioral health and substance abuse treatment practices.
- Demonstrated ability to manage and improve clinical programs and services.
- Strong leadership and management skills, including the ability to coach and develop staff.
- Knowledge of regulatory and accreditation standards related to behavioral health services.
- Excellent verbal and written communication skills.
- Ability to manage multiple projects and priorities effectively.
Required Qualifications
- Master’s degree in a human services field or equivalent education and experience.
- A minimum of 5 years of experience in the mental health/substance abuse field, with at least 2 years in a managerial role.
- Proven experience with financial oversight and program sustainability.
- Valid clinical licensure (LCSW, LCAS, LPC, LMFT, LCMHC etc.).
- Experience in crisis services, residential services, and adolescent programs is highly preferred.
- Ability to achieve IVC certification within 6 months of employment, if licensure permits.
Preferred Requirements
· Clinical supervision certification.
Physical Requirements
- Must be able to perform tasks involving standing, walking, bending, lifting, and performing other work requiring low physical exertion, up to 80% of the time.
Additional Job Requirements
- Must possess reliable transportation and a valid driver’s license, with appropriate automobile insurance.
- Ability to work outside of normal business hours, including nights, weekends, and holidays.
- Must have access to a phone and computer for communication and administrative tasks.
