Job Responsibilities
RTSM/eCOA Manager
Location: Remote (U.S.)
Overview
We are seeking an experienced RTSM/eCOA Manager to join a sponsor-dedicated clinical development team supporting a diverse portfolio of clinical trials. This fully remote role will provide end-to-end leadership for Randomization and Trial Supply Management (RTSM/IRT) and eCOA systems, serving as the primary subject matter expert and operational lead across study teams, Clinical Operations, and external vendors.
The successful candidate will bring deep RTSM/IRT expertise, hands-on system build experience, strong User Acceptance Testing (UAT) leadership, and a passion for driving quality, compliance, and continuous improvement in a regulated clinical research environment.
Key Responsibilities
RTSM/IRT/eCOA Management
- Lead the design, development, configuration, implementation, and lifecycle management of RTSM/IRT and eCOA systems.
- Partner with Clinical Operations and cross-functional study teams to gather requirements and ensure alignment on scope, timelines, and deliverables.
- Serve as the primary RTSM subject matter expert throughout the study lifecycle.
- Develop and maintain User Requirement Specifications (URS), system design documentation, and related study documentation.
- Oversee vendor deliverables and ensure quality, accuracy, and timely execution.
Testing, Validation & Compliance
- Lead User Acceptance Testing (UAT) activities, including test strategy, script execution, defect management, and documentation review.
- Ensure completion, review, approval, and filing of validation and testing documentation in accordance with quality standards.
- Investigate and resolve system issues, defects, and deviations in partnership with vendors and internal stakeholders.
- Manage change controls and emergency system updates.
- Ensure RTSM systems, processes, and documentation comply with SOPs, GxP requirements, and applicable regulations.
- Support inspection readiness and audit preparedness activities.
Vendor & Stakeholder Management
- Act as the primary liaison between study teams, RTSM/eCOA vendors, and internal functional groups.
- Manage vendor relationships, performance, timelines, risks, and issue escalation.
- Facilitate communication and alignment across Clinical Operations, Quality, Data Management, and other stakeholders.
Process Improvement & Training
- Develop and implement standardized RTSM processes and best practices.
- Document end-to-end workflows and associated procedural guidance.
- Identify process gaps and drive continuous improvement initiatives.
- Manage RTSM user access requests, modifications, removals, and periodic access reviews.
- Develop role-based RTSM training curricula and materials.
- Ensure training programs align with system functionality, operational processes, and regulatory expectations.
Required Qualifications
- Bachelor's degree (BA/BS) required.
- Minimum of 5 years of clinical trial operations experience within a pharmaceutical, biotechnology, or CRO environment.
- Minimum of 2-3 years of direct RTSM/IRT experience, including management of system builds and study updates.
- Strong knowledge of RTSM/IRT (IVRS/IWRS) and eCOA platforms.
- Proven experience leading User Acceptance Testing (UAT) and validation activities.
- Hands-on experience working with RTSM/IRT/eCOA vendors and managing vendor deliverables.
- Project management experience supporting complex, cross-functional clinical studies or programs.
- Experience with testing, validation, and issue-tracking tools.
- Strong problem-solving and root-cause analysis skills.
- Excellent communication, stakeholder management, negotiation, and organizational abilities.
- Ability to work independently in a fast-paced, matrixed environment.
Preferred Qualifications
- Experience operating at a Project Manager II level within a CRO or sponsor organization (e.g., Syneos PM II equivalent).
- Experience supporting multiple global studies simultaneously.
- Knowledge of FDA, ICH-GCP, and GxP regulations.

Compensation: $121,000 - $127,000 annually, based on experience and qualifications.

Salary Range:
$95,000.00 - $175,700.00The base salary range represents the anticipated low and high of the Syneos Health range for this position. Actual salary will vary based on various factors such as the candidate’s qualifications, skills, competencies, and proficiency for the role.

Summary
Roles within Clinical Project Management job family are responsible for planning, directing, creating and communicating clinical study time-lines. Gathers input from cross-functional teams and creates plans that help the team produce deliverables on schedule. Ensures consistency of clinical study and processes across clinical trials, overseeing and resolving operational aspects of clinical trials in conjunction with project teams and in accordance with standard operating procedures (SOP), good clinical practice (GCP) and specific country regulations such as site and vendor selection, preparing clinical trial budgets. Ensures studies are conducted within clinical trial protocols, monitoring progress and following up with team members and line managers when issues develop. Implements and prepares the clinical development strategy as outlined by the clinical teams. May develop trial recruitment strategies. Impact and Contribution Includes executives as well as managers, supervisors and team leads providing strategic vision and/or tactical direction across a discipline and/or broader organization. The majority of time is spent overseeing their area of responsibility, planning, prioritizing, and/or directing the responsibilities of employees. Goal are achieved through management of process, policy, and performance of direct and/or indirect reports. Supervises experienced support employees and/or entry individual contributors. Delivers operational results that have moderate impact on the immediate achievement of results for the team.
