General Definition of Work

The Development Services Administrative Technician performs crucial technical and skilled professional clerical work supporting initiatives for both Development Services and Economic Development for the City of Gastonia. Individuals in this position will be required to supply community stakeholders, as needed, with information regarding municipal engineering projects, capital projects, and right-of-way encroachments and assist Development Services staff with maintaining records of completed projects. In addition, the role will be responsible for the processing of vendor invoices and contracts, requesting reimbursements of grant expenditures, preparing and maintaining detailed records and files, preparing reports and documents, and other duties as assigned. Work is performed under the limited co-supervision of the Director of Development Services and the Director of Economic Development. Location: Garland Business Center, 150 S. York St, Gastonia, NC 28052

Essential Functions/Duties

Task % of Time Assist department staff with processing invoices and contracts in the financial management system, submitting grant reimbursement claims, providing general monitoring and recordkeeping of general ledger and special project accounts, and reconciling procard expenses 25% Provide exceptional customer service in responding to community stakeholder requests, resolving and following up on issues, handling complaints, or forwarding them to the appropriate department for resolution. 25% General office management duties such as greeting and assisting visitors, answering phones, managing office supplies, scheduling appointments and meetings, booking conference rooms for meetings, drafting and editing business correspondences, reports, and other documents as needed 25% Serve as POC for the Speed Hump and Drive Permit programs. Working with residents on building and submitting applications for service, utilizing GIS software to identify residencies required for petitions, working with Traffic Engineers to determine street eligibility, and utilizing CityView software to assist residents and contractors with driveway permits 10% Maintain an accurate and up-to-date database, records, and files; organize and file documents physically or in electronic formats. Compile data and generate reports using spreadsheets and word processing software as needed, summarize information for managers to aid in decision-making 5% Arrange travel accommodations and transportation for staff members 5% Collaborate with colleagues and team members to support a positive and productive work environment, assist in the onboarding of new employees, and provide training when necessary. Maintain and develop relationships with vendors and suppliers, ensuring timely deliveries and quality of products and services 5%

Knowledge, Skills and Abilities

  • Requires thorough knowledge of standard office practices, procedures, equipment, and office assistance techniques
  • Through knowledge of the organization and functions of the department and of thorough administrative policies and practices
  • Some knowledge or the ability to learn the principles, practices, and trends of traffic engineering, right-of-way encroachments, capital project administration, and management, ability to read or learn to read construction drawings, site plans, and plats
  • Ability to type and prepare accurate reports from a file source
  • Ability to perform and organize work independently
  • Ability to type and transcribe dictation at a reasonable rate of speed
  • Ability to prepare effective correspondence on routine matters and to perform routine office management details without referral to supervisor
  • Skill in the operation of personal computer equipment and related office software such as CityView and GIS
  • Ability to establish and maintain effective working relationships with associates and the general public

Education/Experience/Physical Demands/Special Requirements/Additional Information

  • Associate's degree with an emphasis in business administration, engineering, or related field
  • Or any combination of education and experience equivalent to an Associate's degree with emphasis or related experience in providing customer service in the development
SPECIAL REQUIREMENTS Valid North Carolina driver's license The physical activity of this position includes: A. Stooping: Bending body downward and forward by bending the spine at the waist. This factor is important if it occurs to a considerable degree and requires full use of the lower extremities and back muscles. B. Kneeling: Bending legs at the knee to come to rest on the knee or knees. C. Crouching: Bending the body downward and forward by bending the leg and spine. D. Crawling: Moving about on hands and knees or hands and feet. E. Reaching: Extending hand(s) and arm(s) in any direction. F. Standing: Particularly for sustained periods. G. Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another. H. Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward, or outward. I. Pulling: Using the upper extremities to exert force to draw, drag, haul, or tug objects in a sustained motion. J. Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position to position. This factor is important if it occurs to a considerable degree and requires the substantial use of upper extremities and back muscles. K. Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand or arm as in handling. L. Grasping: Applying pressure to an object with the fingers and palm. M . Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of the fingertips. N. Talking: Expressing or exchanging ideas using the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly. O . Hearing: Perceiving the nature of sounds at normal spoken word levels with or without correction. Ability to receive detailed information through oral communication, and to make fine discriminations in sound, such as when making fine adjustments on machined parts. P. Repetitive Motions: Substantial movements (motions) of the wrists, hands, and/or fingers. 2. The physical requirements of this position: A. Office Environment Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Office environment work involves sitting most of the time. Jobs are categorized as office environment if walking and standing are required only occasionally and all other Office Environment Work criteria are met. 3. The visual acuity requirements including color, depth perception, and field of vision: A. The worker is required to have close visual acuity to perform one or more of the following. (Check all of the following which apply): preparing and analyzing data and figures; accounting; transcription; computer terminal; extensive reading; visual inspection involving small defects, small parts, operation of machines (including inspection); using measurement devices; assembly or fabrication of parts at distances close to the eyes. 4. The conditions the worker will be subject to in this position: A. The worker is subject to inside environmental conditions; Protection from weather conditions but not necessarily from temperature changes. B. The worker is subject to atmospheric conditions: One or more of the following conditions that affect the respiratory system of the skin: Fumes, odors dusts, mists, gases, or poor ventilation. C.
