Stormwater Operations Analyst

- Develops a comprehensive strategy to ensure compliance with NPDES Phase II Stormwater Permit requirements.
- Evaluates existing City services against NPDES Phase II Stormwater Rules and identifies necessary changes to achieve full compliance.
- Supervises Stormwater Specialists and summer interns; reviews their reports and documentation; assigns and monitors projects to ensure timely and accurate completion.
- Conducts pre- and post-construction inspections of stormwater control measures (SCMs); prepares inspection reports; meets with property owners, engineers, and developers to discuss compliance; coordinates with maintenance contacts to address any maintenance or regulatory issues.
- Reviews development site plans submitted to the City and participates in weekly Technical Review Committee meetings.
- Manages the approval process for SCM construction sureties and ensures proper release once projects are completed and compliant.
- Reviews and helps revise sewer and stormwater Development Ordinances as needed; conducts investigations into illicit discharges, illegal connections, and spills.
- Maintains required records for SCMs and financial sureties; collaborates regularly with Accela IT and the Planning Department to troubleshoot issues, generate reports, and create data queries.
- Oversees and supports the development and implementation of public education, community involvement, and outreach programs related to stormwater.
- Represents the City at local, state, and other meetings to stay informed on stormwater-related issues and ensure continued compliance with federal and state regulations.
- Communicates effectively with team members to resolve work-related issues; provides training and guidance to staff as needed.
- Creates and maintains digital files and databases; performs data analysis using a variety of computer software tools.
- Graduation from an accredited college or university with a BA or BS in Geology, Hydrology, Geography, Natural Resource Science/Management, or other environmentally or closely related field.
- Must possess or be able to obtain Stormwater SCM Inspection & Maintenance Certification within one year of hire.
- Thorough knowledge of state and federal environmental stormwater rules and regulations, including NPDES Phase II requirements, and best management practices for stormwater.
- Ability to read and interpret public improvement plans, site plans, and topographic maps.
- Skilled in preparing and maintaining clear, accurate records and reports.
- Strong ability to collaborate with public officials, outside agencies, City staff, and the general public.
- Effective oral and written communication skills; capable of developing and delivering public presentations.
- Ability to assist in the development and implementation of public outreach, education, and training programs.
- Proficient in analyzing complex project information to ensure compliance with federal, state, and local regulations.
- Capable of working independently and under general direction.
- Must possess a valid North Carolina Driver's License.

- Hearing/Speaking: Must be able to clearly hear and speak to communicate with supervisors, coworkers, property owners, and the public in person and over the phone—even in noisy environments with running equipment.
- Vision:
- Distance Vision (Acuity, Far): Must be able to clearly see and recognize people and objects at 20 feet or more. Vision standard: Both eyes 20/25, right eye 20/30, left eye 20/30 (corrected).
- Close Vision (Acuity, Near): Must be able to clearly see and focus on objects within 20 inches for computer work, drafting, and inspections. Vision standard: Both eyes 20/25 (corrected).
- Depth Perception: Must be able to judge distances accurately to safely use tools, equipment, and perform tasks that require coordinated use of both hands.
- Field of Vision: Must be able to see peripherally (side-to-side and up-and-down) to monitor traffic, people, and activity in the work area for safety.
- Focus Adjustment (Accommodation): Must be able to quickly shift focus between close-up work and distant activity—such as glancing from a screen or equipment to others nearby.
- Physical Strength & Mobility:

- Mathematics: Must be able to apply basic math to calculate materials, analyze data in reports and spreadsheets, and interpret technical information.
- Reading: Must be able to read and understand technical documents, ordinances, maps, plans, reports, instructions, and regulations.
- Writing: Must be able to write clearly and accurately—this includes technical emails, reports, notes, instructions, and formal correspondence.
- Speaking: Must be able to speak clearly and effectively when training others, addressing the public or coworkers, and communicating during emergencies—in person or by phone or radio.
- Outdoor Work: Will regularly work outside in all weather conditions, including extreme heat, cold, rain, snow, sleet, ice, wind, fog, and potential flooding. This role requires comfort with getting wet, dirty, and sweaty.
- Environmental Hazards: May be exposed to various irritants or hazards, including trash, plants, soil, dust, pollen, noise, vibration, machinery, chemicals, fertilizers, mulch, insects, and poor lighting. Must follow OSHA safety guidelines, including those for bloodborne pathogens.
- Uses a variety of tools and equipment, including:
- Vehicles and Electronics: Motor vehicle, laptop, printer/plotter, phone, fax machine.
- Software: Microsoft Office, ArcGIS, and specialized stormwater programs.
- Documents and Materials: Site plans, stormwater pollution prevention plans (SWPPPs), FEMA flood maps (FIRM), municipal codes, federal and state regulations.
- Measurement Tools: Level, folding ruler, measuring tape.
- Safety Gear: Safety glasses, steel-toed boots, high-visibility vest, hard hat, leather gloves.
- Reference Materials: Operator manuals, safety manuals, and City Personnel Resolution.
