**Position Summary:**
The County is seeking a dedicated and experienced Tax Administrator/Revenue Collector to lead the Tax Office. This position is responsible for administering all County ad valorem tax and revenue functions, including the processes of billing, collections, real property appraisal, personal property appraisal, registered motor vehicles, business personal property, and property mapping. The Tax Administrator/Revenue Collector ensures the effective management and execution of a comprehensive tax collection and assessment program, including land records management, for the County.
**Key Responsibilities:**
- **Leadership and Administration:**
- Plan, organize, and direct an efficient and comprehensive tax collection and assessment program.
- Lead administrative and supervisory tasks to ensure the smooth operation of the County Tax Office.
- **Tax Assessment and Collection:**
- Oversee all aspects of real estate appraisals, personal property listings, business listings, and motor vehicle valuations.
- Direct and manage property mapping, audits of personal property, and reappraisal of real estate.
- Supervise the tax collection process for the County and all towns within its jurisdiction, ensuring compliance and accuracy.
- **Management and Coordination:**
- Oversee the operation of the License Plate Agency office, ensuring compliance with laws and regulations.
- Coordinate with other departments and agencies to ensure cohesive tax administration practices.
- **Research and Development:**
- Research and develop new and revised procedures, processes, computer programs, and forms to meet changing needs and improve departmental efficiency.
- **Supervision and Human Resources:**
- Supervise professional, paraprofessional, technical, and clerical personnel to ensure high performance and professional development.
- **Quality Assurance and Compliance:**
- Ensure compliance with all legal requirements regarding tax administration and revenue collection.
- Implement quality control measures to maintain the integrity, accuracy, and fairness of tax assessments.
- **Stakeholder Engagement:**
- Work closely with the Board of Equalization and Review, government officials, county personnel, property owners, and the general public.
- Communicate effectively with taxpayers, County officials, and other stakeholders.
- Provide guidance and answer queries related to tax assessments and collections.
**Qualifications:**
- Bachelor’s degree in Business Administration, Accounting, Finance, Public Administration, or a related field.
- Nine (9) years of experience in tax assessment, appraisal, or collections, including one (1) to two (2) years of supervisory experience; OR any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
- Valid NC or SC driver's license is required.
- Completion of special training and certification by the North Carolina Department of Revenue as prescribed by the North Carolina State statutes.
- Strong leadership and organizational skills.
- Excellent communication and interpersonal abilities.
- Proficient in relevant software and technology used in tax administration and property appraisal.
- Knowledge of relevant laws and regulations governing taxes and revenue collection.
**Salary Range:**
- $100,000 - $160,000 annually, depending on qualifications and experience.
**Working Conditions:**
