We are a leading concrete construction company executing over $100 million in projects across North and South Carolina. As we continue to expand, we seek a results-driven Workforce Development Manager to lead and enhance our recruitment efforts, with a significant focus on developing and implementing comprehensive training programs for our concrete carpentry workforce. This role will shift the primary focus from direct recruitment to the strategic development of our talent through structured training initiatives.

Position Overview

You will be responsible for developing and executing talent acquisition strategies to attract, hire, and retain top field-based professionals. Additionally, you will lead the development and implementation of comprehensive training programs, including apprenticeships, foreman training, and superintendent development, to enhance the skills and career progression of our concrete carpenters. This role will drive workforce planning, employer branding, and pipeline development efforts to support our company’s aggressive growth, with a reduced emphasis on the direct recruitment aspect, focusing more on training and development.

Key Responsibilities

Workforce Strategy & Execution

• Develop and implement a proactive recruitment strategy to attract and hire skilled tradespeople, field supervisors, and project managers.

• Build a strong talent pipeline to meet current and future hiring needs, ensuring alignment with company growth objectives.

• Establish key performance indicators (KPIs) to measure recruitment success and optimize processes.

• Develop and implement comprehensive training programs for concrete carpenters, including apprenticeship, foreman, and superintendent development.

Identify skill gaps and training needs within our concrete carpentry workforce, aligning programs with company growth objectives.

• Establish key performance indicators (KPIs) to measure training program effectiveness and optimize processes.

• Contribute to the development of recruitment strategies, dedicating approximately 25% of your time to supporting the identification of potential candidates through collaborative efforts with HR and operations.

Recruitment Operations & Employer Branding

• Lead full cycle recruiting efforts, including sourcing, screening, interviewing, and onboarding.

• Implement best practices to enhance employer branding, making the company an employer of choice in the concrete construction industry.

• Develop partnerships with trade schools, technical colleges, and industry organizations to drive workforce development initiatives.

• Lead the development and implementation of structured apprenticeship programs for concrete carpenters.

• Create and deliver foreman and superintendent training programs focusing on leadership, project management, and technical skills.

• Ensure training programs align with industry best practices and relevant safety and regulatory standards.

Technology & Process Optimization

• Leverage applicant tracking systems (ATS) and recruitment marketing tools to improve hiring efficiency.

• Utilize data and analytics to refine hiring strategies and reduce time-to-fill metrics.

• Utilize learning management systems (LMS) and other training technologies to enhance program delivery and tracking.

• Leverage data and analytics to refine training strategies and measure program impact.

Collaboration & Compliance

• Work closely with HR, operations, and field leadership to identify workforce challenges and propose innovative recruitment solutions.

• Ensure compliance with federal, state, and local labor laws in all recruitment activities.

• Work closely with HR, operations, and field leadership to identify skill gaps and training needs within our concrete carpentry workforce.

Qualifications

• 5+ years of experience in talent acquisition, with a focus on high-volume and skilled labor recruitment preferred.

• Experience recruiting in the construction, trades, or skilled labor industries preferred.

• Strong understanding of workforce planning, recruitment marketing, and sourcing strategies.

• Proficiency in ATS platforms, LinkedIn Recruiter, and other sourcing tools.

• Excellent communication, negotiation, and organizational skills.

• Bilingual English & Spanish preferred.

• Proven experience in curriculum development and implementation, with a focus on adult learning principles.

• Strong organizational and project management skills, with the ability to manage multiple training initiatives simultaneously.

• Ability to collaborate effectively with cross-functional teams and build strong relationships with stakeholders.

• Familiarity with apprenticeship programs, foreman training, and superintendent development is highly desirable.

• Experience in the construction or concrete industry is a plus but not required.
