Description of Work

The Budget Officer monitors and revises the budget that has been enacted by the NC General Assembly and ensures that all budget expenditures are made within established budgetary guidelines. This position functions as the technical expert on the North Carolina Financial System, NC Integrated Budget Information System, and various other reporting systems and must have a thorough knowledge of these systems in order to analyze, process, retrieve, and report on the financial data from several budget codes. This position consults with managers throughout the Center and answers any questions they might have concerning their department budget. Job responsibilities include the following:

  • Responsible for salary administration which includes salary reserve and lapsed salaries.
  • Included in the Integrated HR-Payroll System (formerly Beacon) workflow for the purpose of position budgeting for new hires, salary changes from in-range adjustments, and when a position is realigned or abolished. Salary actions are monitored daily.
  • Serves as a liaison between the Center and the Eastern Regional Controller's Office. As such, this position is responsible for the Annual Fixed Asset Inventory and the Physical Inventory count of all supply items as well as providing information for the Medicaid Cost Report and annual financial statements.
  • This position has line management over the Patient Relations Office, the Cashier's Office, and the Budget Office.
  • Must have a global perspective of the entire organization to assist as needed with strategic planning and forecasting.

Knowledge, Skills and Abilities / Competencies

  • Thorough knowledge of State budgeting, cash management and governmental accounting guidelines.
  • Ability to interpret and apply regulations, laws, policies and statutes governing budget.
  • Ability to collect and analyze information and prepare reports.
  • Ability to frequently serve as an internal resource on financial matters with responsibilities including reconciling budget expenditures, monitoring accounts and explaining policies and procedures.
  • Ability to identify, recognize, and resolve problems that have established precedents.
  • Ability to work with people with courtesy and tact.
Management prefers:
  • Experience in the North Carolina Accounting System (NCAS), Integrated Budget Information System (IBIS), North Carolina Financial System (NCFS) and Integrated HR-
  • Three (3) years of experience in Microsoft Word and Excel in a work setting.

Minimum Education and Experience Requirements

Bachelor's degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and three years of progressive related experience, two years of which should be in a supervisory role, or an equivalent combination of education and experience. Degrees must be from appropriately accredited colleges or universities.
