DEQ State Energy Finance and Budget Supervisor
Description of Work Are you passionate about a clean energy future and want to make a difference? DEQ has an open opportunity for a State Energy Office Finance and Budget Supervisor. This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management. This position will manage the State Energy Office budget activities, including purchase and contract, grants management and general administration. The position will develop and administer the Division budget, ensuring adherence to State and Federal regulation. The State Energy Office will be managing multiple budgets totaling $400-$700 million over the next five years, depending on Federal grant funding totals. Other Key Responsibilities: - Serves as the subject matter expert on fiscal activities, compliance with state and federal business standards and practices to include full cycle budget process, review of funding, creation of beginning year and close out requirements.
- Grants administration and reporting.
- Provides assistance and consultation on policy, procedures, accounting and business systems, accounting principles and financial management principles to the division director and deputy division director, and identifying fiscal issues for management review.
- Coordinates fiscal program execution with internal stakeholders including the general counsel, human resources, budget, purchasing and contracting, internal audit, and communications.
- Manages and leads a team, fostering a positive work culture in a fast-paced and changing environment.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
- Demonstrated experience with full cycle budgeting, such as, reviewing budgets, allocation of funds, compliance, budget revisions, carry forward funds, and/or closeout.
- Demonstrated experience in analyzing financial information.
- Demonstrated experience in preparation of interpretive and/or analytical accounting/financial statements.
- Demonstrated experience in the interpretation and/or application of federal and/or state laws, regulations, and/or guidelines that apply to fiscal management operations.
- Financial experience in a government agency.
- Experience in an energy or environmental unit.
- Demonstrated experience with the federal grant process.
Minimum Education and Experience Requirements

Bachelor's degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and three years of progressive related experience, two years of which should be in a supervisory role, or an equivalent combination of education and experience.
