Primary Function
The Talent Acquisition Manager serves as a strategic leader and ambassador for the Cherokee Indian Hospital Authority's (CIHA) mission, vision, and values. This role is responsible for the development and execution of comprehensive talent acquisition strategies aimed at attracting high-performing clinical professionals, enhancing recruitment pipelines, and aligning strategic workforce planning with CIHA's long-term operational and clinical objectives.
As a key partner across the organization, the Talent Acquisition Manager cultivates collaborative relationships to deliver services that reflect and support CIHA's strategic workforce goals. The role provides leadership to the HR Business Partners, fostering strong business acumen, fiscal responsibility, and alignment with organizational strategy, while promoting a culture that reinforces CIHA's position as an employer of choice in the region.
This position serves as coach, mentor, and trusted resource, offering guidance and support to leaders and staff throughout the organization.
The Talent Acquisition Manager consistently demonstrates superior customer service skills to client groups/patients/customers by demonstrating characteristics that align with CIHA's guiding principles and core values, ensuring excellent customer service is provided to all client groups/patients/customers by proactively seeking out opportunities to be of service.
- Champion the mission, vision, values, and ethical standards of Cherokee Indian Hospital in all employment and recruitment practices.
- Serve as the organization's lead representative at national and regional recruitment events, includes medical school career fairs, university networking events, residency/fellowship programs, and industry conferences.
- Build and sustain strong partnerships with medical schools, universities, residency coordinators, and clinical training programs to cultivate long-term recruitment pipelines.
- Develop compelling presentations, promotional materials, and digital content that highlight CIHAs clinical excellence, growth opportunities, and culturally grounded work environment.
- Track recruitment event outcomes, candidate engagement metrics, and follow-up actions to continuously improve outreach strategies.
- Maintain a strong understanding of industry trends, workforce challenges, and competitor practices with the healthcare recruitment space.
- Lead targeted outreach strategies to attract top-tier physicians and clinical professionals who align with CIHAs values and service priorities
- Collaborate with executive and clinical leadership to forecast workforce needs and align recruitment strategies with strategic initiatives, fiduciary responsibilities, and operational goals.
- Develop and deliver high-impact presentations and employer branding materials that showcase the organization's culture of clinical excellence, innovation, professional development, and employee wellness.
- Leverage data and analytics to assess recruitment event ROI, track engagement trends, and continuously optimize sourcing strategies based on performance insights and industry benchmarks.
- Represent the Talent Acquisition function with thought leadership and credibility, modeling best practices and contributing to the continuous improvement of recruitment operations.
- Develop and manage job advertisement strategy while maintaining accurate and organized records to ensure compliance with internal policies and applicable federal, state, and tribal employment laws ensuring records are audit ready at all times.
- Leverage HR analytics to track time-to-fill, cost-per-hire, and candidate quality. Adjust recruiting tactics based on data insights and changing workforce needs.
- Manage departmental dashboards to monitor key HR metrics, ensuring regular updates, trend analysis, and data-driven insights to support strategic decision-making.
- Position CIHA as an employer of choice through branding initiatives that emphasize purpose-driven work, tribal culture, community impact, and competitive benefits.
- Support organizational changes such as restructures, workforce planning, and succession planning efforts identifying high -potential employees, developing plan for leadership continuity and critical roles.
- Ensure all staffing plans meets required ratios and licensing requirements (e.g., Joint Commission, CMS)
- Actively contribute to cross-functional projects, committees, and initiatives by offering insight, ideas, and HR expertise.
- Foster strong working relationships across all levels of the organization—from employees and supervisors to directors and executive leadership.
- Consistently adhere to all applicable regulations, policies, and ethical standards in the execution of responsibilities.

- Proven ability to travel regularly to attend organizational events across the region or nationally
- Strong analytical skills with expertise in interpreting HR metrics and apply data-driven insights
- Advanced communication and interpersonal skills with the ability to influence and build trust across all organization levels.
- Skilled in developing recruitment campaigns, job marketing strategies, candidate sourcing pipelines, and employer branding - particularly in a healthcare setting.
- Deep understanding of federal, state, and tribal employment laws and HR compliance standards
- Demonstrated ability to manage multiple priorities, projects, and timelines effectively.
- Strong interpersonal, supervisory, coaching, and consultative skills to support managers and teams in workforce planning and performance management.
- Expertise in workforce planning, succession strategy, and talent retention methodologies.
- Comprehensive understanding of recruitment and employment best practices, methods, and compliance requirements at the federal, state, and tribal levels
- Knowledge of labor market trends, tribal affiliates, and applicable employment laws (federal, state, and tribal)
- Professional presence with polished communication skills and emotional intelligence.
- Ability to shape outcomes through influence, effective leadership, and team-oriented mindset.
Education/Experience
- Bachelor's degree in Human Resources, Healthcare Administration, Business Administration or related field from an accredited educational institution required
- Demonstrated knowledge of federal, state, and tribal laws, policies and regulations - health services a plus
- Demonstrated experience in recruitment modalities including serving as subject matter expert for advisory committees or groups
- Knowledge of health policies a plus
- Strong data analytics and demonstrated project management deliverables
- Exceptional interpersonal, communication, and public speaking skills (large and small audiences)
- Experience with credentialed positions required.
- NNAHRA, PHR or SPHR certification preferred
- Proficient computer skills (Microsoft Office, Word, Excel and PowerPoint)
- Must possess a valid driver's license.
