Rental Assistance Manager
The Sanford Housing Authority (SHA) is hiring! We have an immediate need for a Rental Assistance Manager . The Rental Assistance Manager leads the administration of SHA's Housing Choice Voucher (HCV), RAD PBV, PBV, LIHTC, and Special Purpose Voucher (SPV) programs. The annual salary range for this on-site position is $55,662 - $81,742 . As a full-time exempt role, the Rental Assistance Manager is eligible to participate in SHA's benefits program. POSITION SUMMARY
Reporting to the Director of Rental Assistance, the Rental Assistance Manager is a dynamic and experienced professional role with oversight of program admissions, eligibility determinations, lease-up processes, and compliance monitoring. The Rental Assistance Manager will work closely with the Director of Rental Assistance to implement best practices and improve program efficiency. Through building and managing strong partnerships with local providers and nonprofit entities, the Rental Assistance Manager maximizes funding opportunities and ensures effective service delivery across SHA's rental assistance portfolio. This role is responsible for enhancing the utilization of vouchers throughout the Housing Choice Voucher (HCV) program by complying with HUD regulations and established PHA policies for program admission and continued occupancy.
ESSENTIAL FUNCTIONS AND DUTIES
At a minimum, the Rental Assistance Manager will be responsible for successfully carrying out the following essential functions and duties in a professional and timely manner:
- Oversee waiting lists, admissions, and occupancy for HCV, Rental Assistance Demonstration (RAD) Project-Based Voucher (PBV), PBV, and Special Purpose Vouchers (SPV) programs.
- Conduct briefings, eligibility interviews, and income verifications.
- Manage portability processes and coordinate with other housing authorities.
- Supervise Housing Specialists and Landlord Liaison/Housing Inspector.
- Monitor inspections and ensure compliance with Housing Quality Standards (HQS) and NSPIRE standards.
- Track key performance indicators (KPI) and performance metrics weekly, monthly, quarterly, and annually.
- Collaborate with local partners to secure funding and support for SPV initiatives.
- Provide input on policy updates, including the Administrative Plan, Homeownership Plan, and Payment Standards.
- Compile and submit Section 8 Management Assessment Program (SEMAP) data and implement quality control measures
- Respond to inquiries from residents, landlords, and the public professionally and promptly.
- Support strategic goals through research, analysis, and special projects.

REQUIRED QUALIFICATIONS
Education : Bachelor's degree in Public Administration, Business Administration, or a related field is required.
Experience : Minimum of five (5) years of relevant experience, with at least three years in a supervisory role.

Qualifications, Knowledge, & Skills : To be optimally successful in this role, the ideal candidate will have the following qualifications:
- Strong understanding of US Department of Housing and Urban Development (HUD) regulations and SHA policies.
- Excellent communication, analytical, and organizational skills.
- Ability to supervise and mentor staff effectively.
- Proficiency in housing software and compliance systems.
- Ability to maintain a high degree of confidentiality.
- Strategic thinking and problem-solving capabilities.
- Familiarity with regulations Fair Housing, Americans with Disabilities Act (ADA), and NC Landlord-Tenant laws.
- Ability to obtain the following certifications within the first year of employment:
- HCV Specialist
- HCV Finance Management
- HCV Program Management
- HQS Inspection
- HCV-NSPIRE Inspection
- RAD PBV Specialist
- SEMAP
- Supervision & Management
- Effective Interviewing for Program Integrity
PHYSICAL REQUIREMENTS
Ability to stand, sit, walk, and talk or hear regularly. Prolonged periods of sitting at a desk and working on a computer. Must occasionally lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Visual and auditory acuity to perform essential job functions, including reading, typing, and participating in meetings and phone/video calls.
