Minimum Qualifications:

  1. Completion of junior year in an accredited nursing program
  2. Sixty (60) hours of 120 required hours of the Transition to Practice or Focused Clinical Care component of study completed.
  3. Must be graduating no later than 2 months following application to the position.
  4. Schedule, complete and pass the NCLEX within 2 months or most current available date after college graduation from the nursing school.
  5. Maintain Basic Life Support (BLS) certification required from American Red Cross or American Heart Association and must not expire during internship.
  6. Able to pass criminal background check
  7. Able to pass a drug screen
  8. Comply with CIHA Personnel Vaccination requirements
  9. Must have a means of transportation to and from work
  10. Must be 18 years of age or older.
  11. Ability to read, write and speak English.
  12. Ability to communicate effectively with patients, families, staff, and the general public.
  13. Must be able to perform duties and responsibilities (essential job functions), with or without reasonable accommodation

North Carolina Nursing Practice Act Article 9A Sections 90-171.19 through 90-171.49 defines the Scope of Practice for Nursing personnel. The law provides that any individual who practices professional or practical nursing in North Carolina must be licensed by the State or a compact state.

SECTION .0400 - UNLICENSED PERSONNEL:

Definitions:

  • "Nursing care activities" means activities performed by unlicensed personnel that are delegated by licensed nurses in accordance with paragraphs (b) and (c) of this Rule.
  • "Patient care activities" means activities performed by unlicensed personnel if health care needs are incidental to the personal care required.

The Board, as authorized by G.S. 90-171.23:

  • shall determine those nursing care activities that may be delegated to unlicensed personnel.
  • The registered and licensed practical nurse, in accordance with 21 NCAC 36 .0224 and .0225 and G.S. 90-171.20(7)(8), may delegate nursing care activities to unlicensed personnel, regardless of title, that are appropriate to the level of knowledge, skill, and validated competence of the unlicensed personnel.
  • those nursing care activities that may be delegated to unlicensed personnel shall be determined by the following variables:
  • knowledge and skills of the unlicensed personnel;
  • verification of clinical competence of the unlicensed personnel by a registered nurse employed by the agency.
  • stability of the client's condition, which involves predictability, absence of risk of complication, and rate of change, and which excludes delegation of nursing care activities that do not meet the requirements defined in 21 NCAC 36 .0221(b);
  • the variables in each service setting, include:
  • the complexity and frequency of nursing care needed by a given client population in the practice setting in which the nurse practices;
  • the proximity of clients to staff in the practice setting in which the nurse practices;
  • the number and qualifications of staff in the practice setting in which the nurse practices;
  • the accessible resources; and
  • established policies, procedures, practices, and channels of communication that lend support to the types of nursing activities being delegated, or not delegated, to unlicensed personnel in the practice setting in which the nurse practices

Unlicensed Assistive Personnel: Per the NCBON The UAP is responsible for accepting the delegation, seeking clarification of and affirming expectations, performing the task correctly and timely communicating to the nurse. Only the implementation o a task/ activity may be delegated. Assessment, planning, evaluation and nursing judgement cannot be delegated . Delegation is a client and situation specific activity in which the nurse must consider all components of the delegation process for each delegation decision . Specific direction by the nurse (RN, LPN) to the UAP when assisting the nurse with a task of nursing activity and under the direct visual supervision of the nurse is not considered delegation.

ESSENTIAL FUNCTIONS

- Essential and other responsibilities and duties may include but are not limited to the following:

1. PATIENT CARE - Deliver safe, direct care to an assigned group of patients, under the supervision of an RN

  • communicate with the registered nurse about changes in the patient’s clinical condition.
  1. POLICIES - ensure adherence to Cherokee Indian Hospital Authority (CIHA) and departmental policies and procedures. Work within the North Carolina Board of Nursing Delegation to Unlicensed Assistant Personnel (UAP) guidelines.
  • Work within Hospitals, Nursing division and departmental policies
  1. CARE PLAN - Use nursing processes to work in collaboration with the healthcare team, implementing and documenting individualized nursing plans of care incorporating age specific considerations depending on the department including Neonate, Pediatric, Adolescent, Adult and Geriatric age groups., including discharge planning and patient/family teaching.
  1. MEDICATION - Administer medication, including IV medication, via the Seven Rights; document and communicate clinical findings under visual supervision of RN or LPN.
  1. TESTS AND PROCEDURES - Assist with special tests and procedures, ensure proper consent has been obtained
  1. EMERGENCY MEASURES - Assist with or institute emergency measures for sudden, adverse developments in patients
  1. ENVIRONMENT - Maintain a safe, comfortable, and therapeutic environment for patients/families in accordance with Hospitals standards
  • serve as a role model to promote a positive work environment and quality patient care.
  1. MISSION AND GOALS - Assist to maintain, support, and implement department and Hospitals mission, vision and goals
  1. PROFESSIONAL DEVELOPMENT - Enhance professional growth and development through participation in educational programs, reading current literature, attending in-services, meetings.
