What is the Oppotunity?

Reporting directly to the Senior Director, Federal Compliance, the Director, Subcontract Management leads the federal subcontracts function — managing subcontractor relationships and ensuring the compliant formation and administration of subcontracts for Aecon’s U.S. federal projects, including work for the Department of Defense (DoD), Department of Energy (DOE), and other federal customers. This is a hybrid role based out of Aecon’s Charlotte, NC office. As part of a newly forming U.S. federal business sector, this position will develop, implement, and lead the processes and controls needed to ensure compliance — personally helping to assure compliance at the outset and, as the business sector grows, potentially adding direct reports to fully own it. This role is expected to evolve as the business sector evolves, and the successful candidate should be comfortable taking on other duties as assigned.

Citizenship – Due to U.S. government customer and program requirements, this position is open only to U.S. Citizens. Proof of U.S. citizenship is required and will be verified as a condition of employment. The successful candidate may also be required to satisfy additional program-specific background, access, or security-clearance requirements.

What You’ll Do Here:

  • Build and lead the federal subcontracts organization responsible for the compliant execution of subcontractor selection, negotiation, formation, and administration of subcontracts across Aecon’s Federal Services projects, working closely and collaboratively with other Aecon business sectors to ensure uniform execution across the business.
  • Ensure subcontracts and purchase orders comply with the Cost Accounting Standards (CAS), FAR, DFARS, DEAR, and other federal regulations, and contain all relevant contractual flow-downs.
  • Oversee issuance of subcontract Purchase Orders via SAP with appropriate flow-downs to subcontractors.
  • Prepare and review subcontractor agreements, ensuring all terms and conditions are met and risks are mitigated.
  • Monitor subcontractor performance and implement corrective actions as needed; conduct regular site visits to ensure adherence to safety and quality standards.
  • Manage subcontractor invoicing and payment processes; coordinate with project managers and stakeholders to ensure timely, cost-effective project delivery.
  • Develop and maintain subcontracts policies, procedures, templates, and reporting; provide regular reporting on subcontractor performance and project status to senior management.
  • Lead, mentor, and develop the subcontracts team.

What You Bring To The Team:

  • Minimum 10 years of experience in subcontractor/subcontracts management, with significant experience on federal government projects; 5+ years leading a subcontracts function.
  • In-depth knowledge of the CAS, FAR, DFARS, and DEAR and other federal contracting regulations.
  • Previous experience working with DoD, DOE, or other federal customers preferred.
  • Bachelor’s degree required; advanced degree preferred.
  • Certification in Project Management (PMP) or related certification preferred.
  • Proven experience managing large-scale construction projects and subcontracts.
  • Strong negotiation, communication, analytical, and interpersonal skills.
  • Proficiency with SAP and project management software and tools.
  • Ability to work effectively in a fast-paced, deadline-driven environment.
  • Ability to obtain a U.S. Government security clearance as required.
