The North Carolina Department of Transportation Division of Aviation promotes the economic well-being of North Carolina by developing a safe and robust air transportation system. As the state's aviation authority, the Division drives N.C. aerospace development, state and federal airport development grant programs, unmanned aircraft systems safety and use, aviation safety education and training, and air transportation that advances state agency missions. This position serves as the Administrative Specialist to the Deputy Director of Aviation and other aviation staff. The primary purpose is to provide ongoing overall administrative support and assistance to the Deputy Director and Airport Development staff in the accomplishment of the goals, objectives and responsibilities of the Division. This position will perform a variety of administration, report, database, calendar managements, work processing, public contact, incoming mail, and record keeping duties requiring independent initiative and program knowledge. Work requires that employees establish and maintain files and database systems and organize information flow for excellent customer service and staff usage, and handle and properly route various inquiries. Administrative, clerical, and record keeping duties are considered at the journey level and require tact and discretion in handling public information matters. Work requires knowledge of departmental operations in order that the role may perform effectively and serve as backup to several other roles. Guides may include a variety of written manuals and instructions as well as oral instructions. Work is performed under the supervision of the Deputy Director and is evaluated through observation, conference, and quality and effectiveness of work completed. The incumbent of this position is expected to have, on a continual basis, contacts and professional relationships that are consistent with those of the Deputy Director and staff members. The contacts and relationships include County and City Commissioners, Airport Managers, Consulting Engineers, NCDOT Secretary's Office, Board of Transportation members, Federal Aviation Administration, and NC Airports Association. This position will be responsible for establishing and maintaining relationships with officials and staff members at the highest levels of state, local, and federal governments and industry. The incumbent of this position independently coordinates and schedules meetings for the Deputy Director and other staff members, coordinates and develops meeting agenda and takes and issues meeting notes.

Knowledge, Skills and Abilities / Competencies

  • Considerable knowledge of standard departmental and unit applications such as Word, Excel, SAP, Outlook, Power Point, People Admin, NEOGOV, etc.
  • Experience completing and/or maintaining records and reports.
  • Experience coordinating and preparing meeting agendas, presentations, travel arrangements and travel expenses.
  • Experience providing administrative assistance and support in the daily operations of managing and directing operations, programs and activities.
  • Considerable knowledge of office management practices, techniques and technology
