Tax Collection Supervisor
ESSENTIAL JOB DUTIES
Performs difficult clerical work in the collection of current and delinquent property taxes; processes bankruptcy proceedings; maintains detailed records and files; helps implement bankruptcy proceedings following the procedure in North Carolina General Statutes; keeps detailed records and files concerning each bankruptcy; types letters and notices pertaining to bankruptcy; assists with bankruptcy proceedings; maintains a variety of detailed records and files associated with bankruptcies; files claims with bankruptcy courts for delinquent taxes; helps prepare all necessary documents to file claims; receives and receipts tax payments; enters payments into computer system; closes out and balances cash drawer as needed due to absence of Clerk; searches deeds for ownership information; researches judgments, civil and special proceedings and estates; processes mail payments; checks bills and payments for accuracy as needed; helps taxpayers, attorneys, real estate and mortgage companies with tax collections and related information; collects delinquent taxes by researching records and using a variety of sources to contact property owners; reviews returned mail and tries to obtain current mailing address; trains new Collection Clerks; telephones delinquent taxpayers and requests payments; interviews taxpayers and sets up payment plan; researches and solves discrepancies of bankruptcy payments; ensures accuracy of data and corrects discrepancies; supervises and evaluates work of subordinate employees; attends meetings in supervisors' absence; does related work as required. Work is performed under the direct supervision of the Tax Collection Division Manager.
KNOWLEDGE AND SKILL REQUIREMENTS
- General knowledge of tax collection terminology, methods, and procedures
- General knowledge of standard office procedures, practices, and equipment
- Ability to understand and follow oral and written directions
- Ability to follow detailed work procedures
- Ability to post accounts and to perform mathematical computations with speed and accuracy
- Skill in the use of a variety of office machines
- Ability to type accurately at a reasonable rate of speed
- Ability to establish and maintain effective working relationships with associates and the general public
EDUCATION AND EXPERIENCE REQUIREMENTS
- High School Diploma or equivalent from an appropriately accredited institution and five (5) years of experience in collections OR
- Associate degree from an appropriately accredited institution in Accounting, Business Administration, or related field and three (3) years of experience in collections OR
- Bachelor's degree from an appropriately accredited institution in Accounting, Business Administration, or related field and one (1) years of experience in collections
