Budget Analyst, State and Federal Programs
General Definition of Work
The budget analyst for state and federal programs, under general supervision, performs complex work with minimal decision-making discretion supporting the financial/business processes related to the development and communication of state and federal program budgets including English Language Learner (ELL), Multilingual Learner (ML), Pre-K, Career and Technical Education(CTE), Exceptional Children (EC), Restart schools, and Charter School payments. Position provides technical expertise and support to provide high quality services to families, students, schools and departments. Employee performs district-level work to carry out Board of Education policies under the direction of Executive Director of Federal Programs.

Place of Work
The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.
Essential Functions
- Adhere to all state, federal, and local laws, policies, and procedures
- Contribute to the development and administration of annual operating, capital, and department-wide budget for federally and state funded programs
- Provide support in managing the state and federal budgets processes including compiling data, researching past expenditures and making budgetary recommendations; monitor and track expenditures ensuring the department remains withing budget allocations; develop spending plans
- Review/monitor budget allocations and expenditures for compliance with federal, state, and local laws, rules, regulations, and grants
- Compile moderately complex financial reports and assist in developing presentations
- Perform fiscal impact analyses to inform revenue and expenditures forecasting
- Respond to budget related inquiries, and advise on policies and procedures for state and federal budget development and compliance
- Coordinate meetings, prepare/distribute materials for conferences and lectures; develop marketing and training materials, focusing on improved communications and services
- Perform technical or specialized projects requiring independent judgment and detailed knowledge of the activities and procedures related to the department
- Respond to state and federal budget related inquiries, and advise on policies and procedures for budget development and compliance
- Complete local, state, or federal surveys and reports accurately and promptly
- Participate in professional development workshops and other meetings
- Create an inclusive environment with positive communication/public relations
- Perform related work as assigned or required
Knowledge, Skills, Abilities
- Thorough knowledge of federal, state, and local regulatory requirements applicable to school system finances
- Thorough knowledge of county and school board policies, procedures, and standards regarding funding, accounting, and auditing principles
- Through knowledge of required records preparation and maintenance
- Ability to maintain professional and emotional control under stress
- Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
- Ability to learn and use specialized tools, equipment or software related to business needs
- Ability to develop and monitor a budget
- Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations

Education and Experience
- Associate's degree in accounting or related field required
- Minimum of three (3) years' work experience in budgeting, accounting, or related field required
- Equivalent combination of education and experience
Special Requirements
- Possess and maintain a valid driver's license or ability to provide own transportation
- Travel to school district buildings and professional meetings
