Program Director, Weatherization Assistance Program (WAP)
- Experience with WAP or similar federally funded energy efficiency programs
- Ability to lead complex, multi-stakeholder program delivery
- Strong understanding of compliance, reporting, and performance management
- Experience managing contractors, subgrantees, or field-based operations
Position Summary
The Program Director leads the implementation and administration of WAP, ensuring high-quality delivery of residential weatherization services. This role focuses on reducing energy burden, improving home safety, and increasing year-round comfort for low-income households. The Program Director oversees operations across audits, weatherization services, and quality control; leads program staff and partners; and ensures programs meet production, compliance, and impact goals.
This role improves quality of life for vulnerable households by expanding access to energy efficiency services that lower utility costs and improve home conditions, while also supporting workforce development and local contractor networks. Key Responsibilities: Program Leadership & Delivery
- Lead implementation and continuous improvement of WAP in alignment with DOE and state guidelines
- Set program strategy, production goals, budgets, and timelines
- Ensure delivery of services including audits, insulation, air sealing, and HVAC improvements
- Ensure compliance with DOE, state, and WAP requirements
- Oversee quality assurance, inspections, and adherence to SWS standards
- Partner with Finance and Compliance on budgets, allowable costs, and reporting
- Oversee subgrantees and contractor networks
- Monitor performance across production, quality, and compliance
- Provide guidance to improve delivery outcomes
- Serve as liaison with state energy offices, DOE representatives, and partners
- Build relationships to expand program reach
- Track key metrics (units completed, energy savings, cost per unit)
- Prepare required federal and state reports
- Lead and develop a high-performing team
- Foster accountability and continuous improvement
- Bachelor’s degree in a related field (Master’s preferred)
- 8–10 years of experience in WAP or similar federally funded programs
- Strong understanding of WAP regulations, DOE guidance, and state models
- Experience with audits, weatherization measures, and quality control
- Experience managing multi-stakeholder programs, including contractors or subgrantees
- Experience with budgeting, forecasting, and reporting
- Strong leadership and communication skills
- Experience managing WAP at the state or regional level
- Familiarity with SWS and audit protocols
- Experience with program tracking or reporting systems
