Finance and Business Compliance Analyst I
: Description of Work
This position is responsible for safeguarding the Federal financial resources which are provided to Institutions that participate in the Child and Adult Care Food Program (CACFP). This includes assisting in the development of Program budget tools, instructions and conducting financial management and budget training to State Agency staff, Institutions and Sponsors. This position reviews, evaluates and assesses new or updated application records for participation in the CACFP and Program budget or budget revisions submitted to the State Agency for approval. This position will investigate suspicion or allegations of fraud and abuse of the CACFP. Statewide travel is required to fulfill the requirements of this position. About the Division of Child and Family Well-Being and Early Intervention Section: DHHS has established a new Division of Child and Family Well-Being that focuses on supporting whole child and family health and well-being for North Carolinians. This division works to ensure that North Carolina's children grow up safe, healthy and thriving in nurturing and resilient families and communities. It will bring together complementary programs from the Divisions of Public Health, Mental Health, and Social Services to maximize services and outcomes for children and their families, including nutrition programs (SNAP, WIC and Child and Adult Care Food Program), health and prevention services for children and youth, children's behavioral health services, and early intervention programs.

- Knowledge of Federal and State laws that governs the CACFP and demonstrate the capacity to apply the laws, regulations, and policies in various situations.
- Strong verbal and in written communication skills and be able to negotiate and effectively persuade when necessary, at the local, State, and Federal levels of government.
- Ability to analyze, interpret, recommend, implement policy and procedure guidelines.
- Ability to interpret and apply complex Federal and State fiscal regulations.
- Ability to analyze and correct accounting and financial problems and errors.
- Thorough knowledge of Generally Accepted Accounting Principles.
- Experience using Microsoft Office (Word, Excel, PowerPoint, Access).
- Experience in conducting quality assurance, program evaluation, program administration, or monitoring of federal programs.
- Experience with fraud investigation.

Bachelor's degree in accounting, finance, or business administration, public administration, or a related discipline from an accredited institution and one year of related experience; or An equivalent combination of education and experience.
