Senior Environmental Oversight Technician

- Provide Environmental Compliance and construction oversite on transmission Site Development and Linear Transmission Line construction projects.
- Provide Environmental Oversight and compliance/inspections associated with Transmission Capital Projects and the National Pollutant Discharge Elimination System (NPDES) and Storm Water Pollution Prevention Plan (SWPPP).
- Perform all required erosion and sediment, stormwater management and pollution prevention inspections for applicable construction projects.
- Interpret complex plans and drawings.
- Responsible for attending pre-construction meetings, constructability meetings, and status meetings as directed.
- Ensure compliance with laws and regulations for wetland access, protected species, wood and debris disposal, site control and soil disturbance.
- Manage and oversee site development crews. Responsible for providing oversight to sediment and erosion control or Best Management Practice (BMP) contractors to ensure all measures are installed as per the approved plan.
- Monitor and report to Project Management on status of construction units estimated and actuals billed to date of project.
- Assure that all field operations are in compliance with permits, including road use permits, natural resource protection act permits, Corp of Engineers permits, etc.
- Document pre- and post-work field conditions to make sure that sites are in compliance with permits and environmental regulations and there are no conditions that require mitigation or restoration.
- Observe that wetlands & sensitive areas’ identification are in place and that the vegetation management crews are aware of them prior to entering such areas.
- Assist in developing recommendations on future R-O-W maintenance requirements.
- Communicate daily with the utility client, contractors, landowners, and the general public.
- Perform duties in a manner that will promote and maintain good public relations.
- Travel throughout the Carolinas on occasion.
- Assume other duties and responsibilities as assigned.
- Associate or Bachelor’s degree in environmental science, Construction Management, Building Science, or a degree related to these fields.
- In lieu of degree, 5+ years’ experience in compliance related Site Development work and/or utility construction permitting.
- Must have solid understanding of the National Pollutant Discharge Elimination Service (NPDES), Construction General Permit (CGP) North Carolina Department of Environmental Quality (NCDEQ), and Stormwater Pollution Prevention Plan (SWPPP) implementation and inspections associated with these permits and plans.
- Successfully completed a Stormwater, Erosion Control Inspector Training Program, CESSWI (Certified Erosion and Sediment/Stormwater Inspector), Certified Erosion Prevention & Sediment Control Inspector (CEPSCI), or a similar competency program to conduct all routine compliance inspections in North Carolina/South Carolina.
- Desire to work outdoors in various weather conditions and terrain.
- Strong public relation skills/ability to interface with the public.
- Willingness to work alone.
- Ability to occasionally travel overnight throughout the Carolinas.
- Basic computer skills.
- Valid driver’s license.
- Substantial amount of background in the Electric Transmission Construction, Pipeline, Utility field.
- Level 1 & 2 Erosion & Sediment Control Installer/Inspector
- Extensive Stormwater Pollution Prevention Plan (SWPPP) book knowledge.
- Previous construction crew oversight experience.
- GIS Experience.
- Strong knowledge ANSI Z133 safety standards.
- Having a military background is a plus.
- Bi-Lingual speaking (English and Spanish) is a plus.
