IT Project Mgr - Expert - Remote | WFH

### Job Overview:
We are looking for a highly skilled IT Project Manager - Expert to lead the implementation of multiple web-based and low-code applications. These applications will be developed either by external vendors or in-house development teams. This role requires a proactive leader who can effectively manage projects from initiation to completion, ensuring they align with business objectives and stakeholder expectations.

### Key Responsibilities:
- Develop and gain approval for business cases for new projects, including stakeholder analysis, cost-benefit analysis, and project schedule estimates.
- Lead medium to large-scale projects of moderate to high complexity and risk.
- Oversee dependencies that extend across multiple divisions and external entities.
- Collaborate with senior executives, IT teams, business units, and external partners to define project requirements and manage expectations.
- Work closely with business stakeholders, IT teams, and vendors to ensure seamless project implementation.
- Provide leadership, direction, and oversight to project teams and vendor-related activities, reporting progress to senior executives.
- Partner with vendors to track project milestones, identify potential risks, and develop strategies to mitigate delays.
- Support vendor management, ensuring deliverables meet quality standards and receive appropriate approvals.
- Develop and maintain all project management documentation following PMI's PMBOK standards and internal methodologies.
- Manage day-to-day project activities, including budgeting, risk management, and schedule tracking, ensuring projects stay within scope and budget.
- Assist with procurement efforts by developing RFPs, Statements of Work, and other documentation, supporting bid evaluations and contract negotiations.
- Foster strong relationships with internal and external stakeholders, ensuring smooth communication and collaboration across all workstreams.

### Required Skills & Qualifications:
- 10+ years of project management experience, preferably leading large, complex automation implementation efforts.
- Proven track record of delivering projects within scope, budget, and schedule.
- Strong decision-making ability, balancing strategic priorities and resource availability.
- Hands-on experience managing project risks, costs, schedules, quality, testing, and communication.
- Experience implementing low-code platforms such as Salesforce, Microsoft Dynamics, or ServiceNow (3+ years preferred).
- Solid leadership, facilitation, presentation, team-building, and change management skills.
- Experience working in healthcare or state government settings is a plus.
- Familiarity with Waterfall, Agile, and Hybrid software development methodologies.
- Vendor management experience on medium or large IT projects.
- Strong working knowledge of Microsoft Project, Project Server, MS Office, Teams, and SharePoint (8+ years preferred).
- Experience with business case development, cost-benefit analysis, and market analysis.
- Healthcare-related experience, especially in behavioral health, developmental disabilities, or substance use, is highly desirable.
