As the manager for Accounts Payable - paying the County's suppliers, partners, and clients, and Payroll - paying our employees, this position is critical to the Finance department and successful operation of Buncombe County. The ideal candidate for Disbursements Manager brings expertise in Accounts Payable and/or Payroll processes and requirements, and demonstrates an ability and eagerness to learn additional specialties quickly - Example: If the manager's background and initial expertise is in Accounts Payable, the manager will be expected to develop a meaningful foundation in Payroll processes during the first year in this position. A familiarity with basic accounting processes and principles is also strongly preferred. In addition, the ideal candidate for this position is a proven people and process manager; a strong team leader and teammate; and, a strong communicator and relationship-builder. The disbursements team interacts with a wide range of internal and external customers on a daily basis. In addition to those attributes outlined above, the Disbursements Manager will be expected to demonstrate effective customer service in all interactions. Purpose of the position: The primary purpose of this position is to perform advanced accounting work in managing the accounts payable and payroll functions for the County and to assist in the administration and improvement of all financial operations. Minimum Education, Training and/or Experience (required at time of hire): Bachelor's degree in accounting, finance, or related field and at least four (4) years of experience in administrative financial planning and administration of a business or governmental program; or an equivalent combination of experience and training Additional Training and Experience: Extensive progressively responsible experience in governmental financial planning and administration, including considerable supervisory experience. Certification as a Public Accountant (CPA) license, finance officer certification, or master's degree in accounting, public administration, or related field preferred. Essential Functions of the position: - Supervise and coordinate the work of employees performing payroll and accounts payable activities within the Buncombe County Finance Department.
- Assist department management in interpreting and following best practices, and state and federal guidelines as it relates to the payroll function and preparing and analyzing fiscal reports for both internal and external purposes.
- Supervise and review the preparation of County payroll for automated processing.
- Analyze financial transactions and prepare reports to control and account for County funds.
- Improve accounting systems and financial processes as required and authorized for effective management of fiscal affairs.
- Identify ways to use and/or collect data more strategically and to deliver key data in a user-friendly and actionable format.
- Perform detailed analyses of financial and programmatic data in order to inform critical business decisions.
- Assist the department management in preparing and analyzing fiscal reports and interpreting and following the Fiscal Control Act.
- Monitor accounts payable operations and make recommendations for improvements.
- Review journals and reconcile general ledger accounts to ensure accuracy.
- Prepare and review Federal and State financial reports.
- Monitor the accuracy of accounts payable ledgers and the integration to the general ledger.
- Ensures internal controls on County financial activities are followed.
- Assist the department management in preparing financial reports related to the accounts payable and payroll functions.
- Ensures compliance with Federal, State and local legal requirements by studying existing and new legislation; anticipating future legislation; enforcing adherence to all requirements; and advising management on needed actions.
- Performs other related duties as assigned.
Knowledge, Skills, Abilities: - Knowledge of Federal, State and County laws and policies concerning accounts payable and payroll operations.
- Knowledge of the operations of county government, including considerable knowledge of the principles and practices of public finance administration.
- Knowledge of governmental accounting theory, principles and practices and their application to a variety of County accounting transactions and problems. Ability to maintain standard accounting and control measures for County government.
- Knowledge of modern accounting and office procedures and equipment, including the application of electronic data processing to the maintenance and analysis of fiscal data.
- Knowledge of the principles of supervision, organization, and administration; Ability to plan, direct and coordinate the work of subordinates.
- Knowledge of project management methodology and tools including the ability to plan and execute work effectively.
- Ability to apply accounting principles and practices to the maintenance and analysis of fiscal and accounting records.
- Ability to collect, analyze, and interpret data, including from multiple sources and draw conclusions from the analysis pertaining to the evaluation of project/program objectives; Ability to assess the accuracy and integrity of data.
- Ability to create systems that support effective and efficient workflow.
- Skill in statistical analysis.
