Summary: Oversees the day to day operations of the leasing team as is relates to leasing up units, compliance, policies, and tenant concerns by performing the following duties.
Duties and Responsibilities include the following. Other duties may be assigned.
- Supervises the leasing staff including creating and updating job descriptions, hiring and training, and conducting annual performance reviews.
- Oversees all aspects of tenant activities such as the applicant pool, when the lease is up, and recerts.
- Coordinate’s compliance activities for all properties based on funding such as (RCRS, HOME units, Targeted/Key units). This includes being in good communication with funders compliance staff.
- Creates and updates policies and procedures in accordance with funders development agreements, HUD policies, and fair housing.
- Creates and Implements systems for work flow.
- Oversees rent collection via checks/MO, ACH debit, credit/debit, and online.
- Oversees evictions and appeal process.
- Establishes and maintains relationships with funders, service providers, and housing authorities.
- Maintains project management.
- Reviews reports monthly (vacancy, rent collections, move-outs, recerts) from property management software system.
- Uses technology to update systems.
- Supports CASA fund raising efforts and events.
- Performs other related duties as assigned.
Supervisory Responsibilities:
Manages the Leasing Department. The Director of Property Management is responsible for the overall direction, coordination, and evaluation of these units. Also directly supervises four employees (non-supervisory). Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Language Ability:
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
Math Ability:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills:
To perform this job successfully, an individual should have knowledge of Microsoft Office, Microsoft Outlook, Microsoft Excel, Click Time, Podio, Share File, Property Management Software, RCRS, and HMIS.
Education/Experience:
Bachelor's degree (B. A. / B. S.) from four-year college or university; and four to six years related experience and/or training; or equivalent combination of education and experience.
Certificates and Licenses:
Valid driver's license
Knowledge, Skills, and Other Abilities:
- Oral and written communication skills
- Ability to learn and apply new technology
- Supervisory skills and experience
- Strong understanding of a lease and the legal issues
- Knowledge of fair housing
- Ensures staff are meeting all internal and external deadlines
- Establishes, maintains and works collaboratively with BHIT, Fund Development and Real Estate, & Finance Teams.
- Works collaboratively with the Maintenance Supervisor.
