As we expand our Utility Services practice across North Carolina and ultimately into neighboring states, we are seeking a motivated and experienced Utility Services Manager to join our leadership team.
Position Overview
The Utility Services Manager will play a key leadership role within GSEC, contributing to business development, company expansion, technical project delivery, personnel management, and administrative support. This is a remote, largely self-directed position ideal for a self-starter who thrives in a dynamic, growth-oriented environment.
The role will support projects throughout North Carolina, with additional opportunities to help expand services into Virginia, Tennessee, and South Carolina.
Key Responsibilities
Duties will included but may not be limited to:
1. Business Development & Client Relationship Management
Build strong, lasting relationships with multimodal transportation clients across Federal, State, Municipal, and Industry sectors.
Conduct proactive client outreach through regular face-to-face meetings.
Understand client workloads, long-range planning needs, and opportunities to support their goals.
Lead project pursuits and proposal development, including identifying strategic teaming partners.
Represent GSEC at industry events, conferences, committees, and social functions—preferably in leadership roles.
Contribute to the development of a Utility Services strategic plan aligned with overall company direction.
2. Company & Service Line Growth
Support the expansion of GSEC’s Utility Services practice, including recruiting, hiring, training, and retaining team members.
Develop job descriptions, review applicants, conduct interviews, and recommend hires.
Onboard and train new employees to ensure high-quality service delivery.
3. Technical Project Delivery
Drive the successful completion of technical assignments, serving as a technical lead or key contributor.
Contribute to building infrastructure for Utility Services, including processes for Utilities by Others (UBO) plans.
Define resource needs (hardware, software, systems) and develop best practices, procedures, and QA programs.
Manage project teams to ensure scope, schedule, and budget compliance while maintaining exceptional client satisfaction.
4. Personnel Management & Administrative Support
Cultivate an employee-centric culture aligned with GSEC’s core values.
Mentor staff, support daily needs, assist with certifications, and ensure proper tools and technology are available.
Serve as the safety leader for the Utility Services team, conducting site visits, training, and safety assessments.
Support quality assurance by monitoring project metrics, compliance, and performance of employee KPIs.
Complete administrative tasks including SOP and Quality Control Plan development, timesheet approvals, contract setup, task order initiation, scope and cost estimating, and tracking project budgets and financials.
Qualifications
Bachelor’s degree in Engineering, Construction Management, or a related field; or an equivalent combination of education and field experience.
Familiarity with relevant regulations and permitting processes, preferable on NCDOT projects.
8+ years of experience in utility coordination, engineering, transportation, or related consulting work.
Demonstrated experience in business development and managing client relationships.
Proven ability to lead teams, manage projects, and deliver high-quality technical work.
Strong communication, leadership, and organizational skills.
Proficiency in the Microsoft suite of software including Excel, Outlook, and Word.
Valid Driver's License and favorable driving record.
Ability to travel within North Carolina and surrounding states as needed.
